Thank you, Brad [Bennett], for that kind introduction, and good afternoon to all of you. Last year, I went out to a conference center in North Bethesda to give what I thought were to be informal remarks to a small group of about 20 of your FINRA Market Reg colleagues. When I showed up, I found a room with a stage, a podium, a microphone, and a couple of hundred Market Reg personnel expecting a formal speech. So when I was told that there would be about 240 of you here today, I thought I should go ahead and prepare myself for a cast of thousands…. This is something of a letdown.

BM&FBOVESPA S.A. (ticker: BVMF3) today reported third quarter earnings ending September 30, 2013. Top line and bottom line results were relatively stable when compared with 3Q12, despite the challenging market environment. Products and market segments such as Securities Lending, High Frequency Trading (HFT) and LCA (Letras de Crédito do Agronegócio), which have been showing consistent high growth rates, continued to perform well in the quarter.

European Supervisory Authorities Consult On The Removal Of Mechanistic Reliance On Credit Ratings

The Joint Committee of the European Supervisory Authorities (EBA, ESMA and EIOPA - ESAs) is launching today a one-month public consultation on the removal of mechanistic references to credit ratings in their guidelines and on the definition of sole and mechanistic reliance on such ratings.

SEC Charges Royal Bank Of Scotland Subsidiary With Misleading Investors In Subprime RMBS Offering

The Securities and Exchange Commission today charged RBS Securities Inc., a subsidiary of the Royal Bank of Scotland plc, with misleading investors in a 2007 subprime residential mortgage-backed security (RMBS) offering. RBS agreed to settle the matter and pay more than $150 million, which the SEC will use to compensate investors for harm suffered as a result of RBS’s conduct.

CME Group, the world's leading and most diverse derivatives marketplace, announced it reached monthly volume records in its U.S. Midwest Domestic Hot-Rolled Coil Steel (CRU) Index futures and Iron Ore 62% Fe, CFR China (TSI) futures contracts in October. These contracts are listed by and subject to the rules of NYMEX.
