Direct Edge Trading Notice #13-41: Direct Edge To Participate In SIFMA Annual Industry-Wide Business Continuity Test
As announced in Direct Edge Trading Notice #13-36, Direct Edge® will participate in the annual SIFMA Industry-Wide Business Continuity Test on Saturday, October 5, 2013, from 9:00 a.m. to 1:00 p.m. ET. Both EDGA ExchangeSM (EDGA®) and EDGX ExchangeSM (EDGX®) will be available for testing from our new Disaster Recovery Facility located in the Equinix data center at 350 Cermak in Chicago. We encourage all members to register directly with SIFMA prior to September 27th to participate in this test.

Board Of Governors Authorizes FINRA To File Recruitment Compensation Proposal With The SEC
The Financial Industry Regulatory Authority (FINRA) today announced that its Board of Governors approved a proposal requiring brokers to disclose recruitment compensation paid to them as an incentive to move to a new firm. The proposal needs to be submitted to the Securities and Exchange Commission (SEC) for review and approval. If approved, brokers would need to disclose their recruitment compensation to any customers that choose to follow them to their new firm for a full year.

FINRA Issues Public Statement, Framework Regarding FINRA's Approach To Economic Impact Assessment For Proposed Rulemaking
The Financial Industry Regulatory Authority (FINRA) issued a public statement, Framework Regarding FINRA's Approach to Economic Impact Assessment for Proposed Rulemaking. FINRA's framework, authored by the Office of the Chief Economist, will help ensure that its rules are better designed to protect the investing public and maintain market integrity while minimizing unnecessary burdens. The framework described in this statement applies specifically to the prospective analysis of rules and rule changes and describes how FINRA will evaluate significant new rule proposals, including amendments to existing rules.

Finansinspektionen - Second Limited Consultation Regarding The Discount Rate
Finansinspektionen (FI) is proposing changes in the method for the extrapolation of the discount rate. The changes are made following comments received from stakeholders during the first consultation. The updated proposal is now being submitted for a short consultation. The regulation is expected to enter into force at the end of the year.

CFTC Issues Notice Of Temporary Registration As A Swap Execution Facility To TeraExchange, LLC
The U.S. Commodity Futures Trading Commission (CFTC) approved on September 18, 2013, the application of TeraExchange, LLC (TeraExchange) for temporary registration as a swap execution facility (SEF). TeraExchange is a Delaware limited liability company and is a wholly-owned subsidiary of Tera Group, Inc., a Delaware corporation.

Re-Emerging Markets: Russell Emerging Markets Index Reflects Improvement In Emerging Markets Equity Performance
Although emerging markets have underperformed developed global equity markets thus far in 2013, the gap is narrowing, according to Russell Indexes. And in September to date, emerging markets have actually outperformed developed global markets as illustrated by the Russell Emerging Markets Index and the Russell Global Developed Index.
