Sweden's FI Aims For Unchanged Countercyclical Buffer Rate In March

The next occasion on which Finansinspektionen (FI) will decide on the countercyclical buffer rate is in March. The preparatory work ahead of the next decision shall focus on maintaining the rate at its current level, which is currently 2 per cent.

With the joint efforts of multiple market participants, the new generation trading system independently researched and developed by SZSE had its trial run on May 9, 2016 and was officially put into use on June 6 of the year, having safely run for 173 trading days since then. During this period, it supported the collaborative switching online by batches and steps of transaction participants and underwent the test of an innovative business Shenzhen-Hong Kong Stock Exchange. Overall, the system has run stably with sound performance delivered in various performance indicators. The peak order rate exceeded 200,000 orders per second and the average time delay of order processing approximated 1.1 milliseconds, with the expected design target delivered and the safe running record of near 15 years kept.

Ontario Securities Commission: Investor Advisory Panel Issues Risk Profiling Roundtable Report

The Investor Advisory Panel (IAP), an independent committee established by the Ontario Securities Commission (OSC), today released a report on the risk profiling roundtable that it jointly organized with the OSC Investor Office on September 28, 2016. The roundtable was held to explore the findings of the IAP’s research report on the risk profiling used in the retail investment advice process and provide recommendations on possible next steps to improve risk profiling.

SEC: Shipping Conglomerate And Former CFO Charged With Failure To Recognize Hundreds Of Millions In Tax Liabilities

The Securities and Exchange Commission today charged shipping conglomerate Overseas Shipholding Group (OSG) and its former chief financial officer Myles R. Itkin with failing to recognize hundreds of millions in tax liabilities in its financial statements that had accumulated over nearly 12 years resulting from its controlled foreign subsidiary guaranteeing OSG’s debt that had been borrowed under various credit financing agreements. As a result of the misconduct, OSG materially understated its income tax liabilities by approximately $512 million (17 percent) of its total liabilities. In November 2012, following the discovery of the tax liabilities, OSG filed for bankruptcy protection.

Ladies and gentlemen,
It is both an honour and a great pleasure to be here today to speak at the Oslo Børs ASA: Stock exchange and Securities Conference.
Let me start by thanking the Oslo Børs for hosting us today and for having invited me to participate. The issue of FinTech and the regulatory response is a critical topic for both regulators and market participants. The challenge is what I call a regulatory ‘tipping point’ when does the regulator step in --- the point between ‘too small to care’ and ‘too large to ignore’.

The Securities and Exchange Commission today announced fraud charges and an emergency asset freeze obtained against a businessman in South Carolina accused of siphoning funds he raised from investors for the purpose of purchasing or renovating senior housing facilities.
