Last Friday the Commission voted to approve a pair of proposed rule changes by Cboe BZX Exchange, Inc. to list and trade shares of new exchange-traded products: the 2x Long VIX Futures ETF and the -1x Short VIX Futures ETF. While we supported the approval of these rule changes, we want to emphasize the importance of taking steps to update the regulatory framework for these and other similar products.

This week, I directed staff of the Securities and Exchange Commission to study the potential risks of complex financial products that are listed and traded on exchanges. I also asked them to present recommendations for the Commission’s consideration on potential rulemaking proposals to address those risks, as part of a broader look at exchange-traded products (“ETPs”).

SEC Highlights Investor Protection For World Investor Week 2021

The Securities and Exchange Commission today announced that it will highlight investor education and protection resources during World Investor Week 2021 (WIW). This marks the fifth year of WIW, a global effort promoted by the International Organization of Securities Commissions (IOSCO) that brings together regulators on six continents to raise awareness about the importance of investor education and protection. The SEC is once again serving as the national coordinator in the U.S. working with the U.S. Commodity Futures Trading Commission, Financial Industry Regulatory Authority, National Futures Association, and North American Securities Administrators Association. Together with these organizations, the SEC's Office of Investor Education and Advocacy (OIEA) issued a joint Investor Bulletin today to promote WIW's key messages. Investor education and protection resources are available at Investor.gov.

The IMF Executive Board met today with the representatives of the law firm WilmerHale as part of its ongoing review of the matter raised by WilmerHale’s investigation of the World Bank’s Doing Business 2018 report. The Executive Board will also meet on the matter soon with the Managing Director as part of this process.

Federal Reserve Board Announces The Reserve Banks Will Adopt A New Message Format For The Fedwire® Funds Service And Invites Public Comment On Proposal To Expedite Adoption

The Federal Reserve Board on Monday announced that the Federal Reserve Banks will adopt the ISO® 20022 message format for the Fedwire® Funds Service. The change will allow for enhanced efficiency of both domestic and cross-border payments, and a richer set of payment data that may help banks and other entities comply with sanctions and anti-money laundering requirements.
