On April 12, SZSE’s wholly-owned subsidiary Shenzhen Securities Information Co., Ltd. (hereinafter referred to as “SSIC”) issued an announcement, saying that in order to better serve the development of the capital market and meet the diversified investment needs of the market, after seeking the opinions of market participants, it has decided to revise the compilation plan of CNI cross-market indexes by including ChiNext Board securities that have been listed for over a year into the index constituent pool for selection while keeping other rules unchanged.

ISDA-Clarus RFR Adoption Indicator: March 2022

The ISDA-Clarus RFR Adoption Indicator increased to an all-time high of 40.5% in March 2022 compared to 36.4% the prior month. The indicator tracks how much global trading activity (as measured by DV01) is conducted in cleared over-the-counter and exchange-traded interest rate derivatives (IRD) that reference the identified risk-free rates (RFRs) in six major currencies. On a traded notional basis, the percentage of RFR-linked IRD comprised 31.9% of total IRD in March compared to 27.0% the prior month.

Statement In The Matter Of David Hansen, SEC Commissioner Hester M. Peirce, April 12, 2022

Exchange Act Rule 21F-17(a), adopted in 2011 as part of the whistleblower program mandated by the Dodd-Frank Act, prohibits taking “any action to impede an individual from communicating directly with the Commission staff about a possible securities law violation, including enforcing, or threatening to enforce, a confidentiality agreement . . . with respect to such communications.” The Commission’s Order concludes that David Hansen, a co-founder of NS8, Inc. who held various positions in the company, including Chief Information Officer, violated Rule 21F-17(a). The alleged violation related to Mr. Hansen’s response to concerns raised with him by an NS8 Employee that the company was overstating the number of paying customers. The Order does not explain what, precisely, Mr. Hansen did to hinder or obstruct direct communication between the NS8 Employee and the Commission. Accordingly, I dissent from instituting the action and accepting the settlement.
