Secretary Yellen noted the resilience of the U.S. economy in the face of global headwinds.The Secretary also emphasized the importance of the two largest economies working together on global challenges, including debt distress in low-income and emerging economies and climate finance.

Secretary of the Treasury Janet L. Yellen today had an introductory meeting and dinner with Vice Premier of the People’s Republic of China He Lifeng to build on President Biden and President Xi’s guidance to deepen engagement between key senior officials on macroeconomic issues. The meeting was candid, constructive, and comprehensive. While raising issues of concern, Secretary Yellen discussed the Administration’s approach to seek healthy economic competition with China, with a level playing field for American workers and businesses. They also exchanged views on global and domestic macroeconomic outlooks. Secretary Yellen also conveyed that even when the United States and China have disagreements, it is vital that the two countries find ways to work together on issues of shared – and global – concern, including debt distress in low-income and emerging economies and climate finance.

Today, U.S. Secretary of the Treasury Janet L. Yellen held a roundtable discussion with climate finance leaders in Beijing. During the roundtable, she stressed the importance of tackling longstanding global challenges like climate change that threaten us all. Secretary Yellen underscored that as the two largest economies in the world, it is in our interest to work together on these challenges, and it is something the world expects of us. Secretary Yellen called back to the Summit for a New Global Financing Pact in Paris where she was pleased to join leaders from around the world, including Premier Li Qiang. Secretary Yellen highlighted that the Summit was an important political moment in our 2023 agenda to advance action on global challenges, including climate. Finally, Secretary Yellen expressed keen interest in hearing from the experts about their work today and views they have on how we can better cooperate on climate change and climate finance specifically, given that the changing climate affects all countries, with the most vulnerable facing the most negative impacts.

Nasdaq today announced that the Nasdaq-100 Index® (NDX®) will undergo a Special Rebalance effective prior to the market open on Monday, July 24, 2023. As described in the published index methodology, a Special Rebalance may be conducted to address overconcentration in the index by redistributing the weights. The Special Rebalance will not result in the removal or addition of any securities.

I respectfully concur regarding the Notice of Proposed Rulemaking for Derivatives Clearing Organizations Recovery and Orderly Wind-down Plans; Information for Resolution Planning. While I generally support and appreciate the diligent efforts on this proposal, I do have several significant concerns regarding the proposal’s breadth and prescriptiveness, as well as foundational questions on accountability and the role of the government in resolution planning.
