CFTC Charges Victor E. Cilli And His Company, Progressive Investment Funds LLC, With Operating A Commodity Pool Ponzi Scheme And Misappropriating Customer Funds - New Jersey Resident And His Company Allegedly Defrauded Investors Of More Than $500,000

The U.S. Commodity Futures Trading Commission (CFTC) today charged Victor Eugene Cilli and his company, Progressive Investment Funds LLC (Progressive), both of Hackensack, N.J., with operating a commodity pool Ponzi scheme that defrauded at least four investors of approximately $506,000. Cilli also is charged with misappropriating at least $200,000 of pool funds to pay personal expenses, including meals, entertainment, motorcycle payments and hair salon visits. Progressive is a CFTC-registered Commodity Pool Operator, and Cilli is registered as an Associated Person of Progressive.

Today’s proposal is designed to significantly enhance the objective oversight of broker-dealer compliance with the applicable financial responsibility rules.1In particular, today’s proposal enhances oversight of broker-dealers’ custody practices. I view today’s proposal as a necessary companion rule to the rules adopted a year and half ago that addressed the custodial practices at registered investment advisers.

SEC Concludes That Certain Stanford Ponzi Scheme Investors Are Entitled To Protections Of SIPA

The Securities and Exchange Commission today concluded that certain individuals who invested money through the Stanford Group Company – a U.S. broker-dealer owned and used by Allen Stanford to perpetrate a massive Ponzi scheme – are entitled to the protections of the Securities Investor Protection Act of 1970 (SIPA).

Mario Draghi Recommended As Candidate For Next ECB President

Mario Draghi was recommended to succeed Jean-Claude Trichet as ECB President in an Economic and Monetary Affairs Committee vote on Wednesday. The committee opinion - 33 in favour, 2 against and 4 abstentions - now needs to be confirmed by a vote of Parliament as a whole, scheduled for 23 June.

The Securities and Exchange Commission today unanimously proposed amendments to the broker-dealer financial reporting rule in order to strengthen the audits of broker-dealers as well as the SEC’s oversight of the way broker-dealers handle their customers’ securities and cash.
