Emissions Trading: European Commission Adopts Decision On How Free Allowances Should Be Allocated From 2013

The European Commission today adopted a Decision on how free emission allowances should be allocated from 2013 to industrial installations covered by the EU Emissions Trading System (EU ETS). Although auctioning will become the main principle for allocating allowances as of 2013, a proportion of free allowances will still be given to industry until 2020, notably to reduce costs for installations in sectors deemed to be exposed to significant competition from outside the EU. The Decision sets out the rules, including the benchmarks of greenhouse gas emissions performance, to be used by the Member States in calculating the number of allowances to be allocated for free annually in these sectors.

Singapore Exchange (“SGX”) welcomes the listing of Mapletree Commercial Trust (“MCT”), on the Mainboard, under the ticker symbol “N2IU”, today. It is the second largest IPO in Singapore this year.

Hong Kong Mercantile Exchange Receives Trading Authorisation - From Securities And Futures Commission - Gold-Futures Contract To Commence Trading On May 18

The Hong Kong Mercantile Exchange (“HKMEx”) today announced that it has received authorisation from the Securities and Futures Commission to operate as an automated trading services (“ATS”) provider. Approval has also been given to its trading debut on May 18, 2011.

KVH Co., Ltd. (“KVH”) and Singapore Telecommunications Ltd. (“SingTel”), market leaders in low latency services in Japan and Singapore, respectively, today announced that they have established an ultra low latency network between Tokyo[*1] and Singapore for the new location of the Singapore Exchange (“SGX”)[*2] that opens in August, guaranteeing a latency of 67 ms, making it the fastest network between the two locations.

BM&FBOVESPA ETF BOVA11 Trading Volume Sets New Daily Record: BRL113 Million

ETF BOVA11 financial volume reached a new record of BRL112.79 million in today’s trading session at BM&FBOVESPA. 1,701,540 BOVA11 shares were traded at an average price of BRL66.28 in a total of 1,720 transactions. The previous record of BRL109.82 million was set on March 17, 2011. PIBB11, MILA11, SMALL11, MOBI11, CSMO11 and FIND11 transactions reached the volume of BRL1.54 million, BRL1.01 million, BRL1.00 million, BRL2.18 million, BRL36,240 and BRL188,610, respectively.

Good afternoon. Thank you for the opportunity to discuss the new regulatory regime for swaps transactions under the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank or Act) and the ongoing process for implementation by the CFTC. I see from the schedule that a number of our staff members are participating today and tomorrow. Hopefully we will learn some things from you during the course of the conference and you will learn some things from us. We’ve made a lot of progress in proposing rules, but we have a long way to go before a final regulatory structure is in place. Collaboration through the public comment process and conferences such as this one is essential to building a structure that achieves the goals of Dodd-Frank and is workable in practice, and so again I appreciate this opportunity.
