Tokyo Grain Exchange: Approval For Pilot Listing Of Rice Futures From the Ministry Of Agriculture, Forestry And Fisheries

In regards to the Tokyo Grain Exchange Inc. (“TGE”) application submittance for the authorization for the pilot listing of rice futures on March 8 of this year, today, TGE received approval for this pilot listing from the Minister of the Ministry of Agriculture, Forestry and Fisheries.

Monetary Authority Of Singapore: Civil Penalty Enforcement Action For False Trading

The Monetary Authority of Singapore (MAS) has taken civil penalty enforcement action against Mr Wong Chow Lin @ Benjamin Wong for contravening the false trading provisions under section 197(1)(b) of the Securities and Futures Act (SFA). Mr Wong was an appointed representative and the head of business development for corporate broking in CIMB Securities Pte Ltd at the time of the contravention.

The U.S. Commodity Futures Trading Commission (CFTC) filed a complaint in the U.S. District Court for the District of Nebraska, charging Grace Elizabeth Reisinger of Grand Island, Neb., and ROF Consulting, LLC (ROF) with operating a fraudulent commodity pool scheme. The defendants operated the commodity pool NCCN, LLC (NCCN).

The U. S. Commodity Futures Trading Commission (CFTC) charged Flint-McClung Capital LLC (FMC) of Englewood, Colo., and Shawon McClung of Denver, Colo., with fraud and misappropriation in an off-exchange foreign currency (forex) Ponzi scheme in which defendants allegedly fraudulently solicited and accepted at least $1.9 million from at least 10 commodity pool participants since March 2010.

CME Group, the world's leading and most diverse derivatives marketplace, today announced that it has named Julien Le Noble as head of its Asia Pacific office. Le Noble, 39, will be based in Singapore and will be responsible for leading CME Group's efforts to develop benchmark products and services to meet the needs of its current and prospective clients in the region. He will join CME Group on August 1, 2011 and will report to Bryan Durkin, CME Group Chief Operating Officer and Managing Director, Products & Services.

Draft Staff No-Action Letter Regarding The Application Of Certain CEA Provisions After July 16, 2011 Available On CFTC Website

A staff working draft of a “no-action” letter that could supplement exemptive relief recently proposed by the Commodity Futures Trading Commission (CFTC) is available on CFTC.gov. The proposed exemptive relief (76 FR 35372) and staff draft no-action letter, taken together, would provide greater clarity during the transition to the new regulatory framework for swaps in light of the general effective date in Title VII of the Dodd-Frank Act of July 16, 2011.
