After deliberation, Zhengzhou Commodity Exchange (hereinafter referred to as “ZCE”) has decided to add Chengdu and Chongqing as new delivery areas for soda ash futures. We are now publicly soliciting applications for designated delivery warehouses (and factory warehouses) for soda ash futures.
I. Scope of Solicited Regions and Effective Date
The solicitation areas for this round are Chengdu and Chongqing, with the premium/discount set at 0 yuan/ton for both. The newly solicited delivery warehouses (and factory warehouses) will be put into use for the Soda Ash 2708 contract.
II. Application Requirements for Delivery Warehouses
Enterprises that meet the conditions stipulated in the Rules of Zhengzhou Commodity Exchange on Designated Commodity Delivery Warehouses and comply with the following requirements may apply for designation as soda ash delivery warehouses.
(I) Qualification Requirements
The applicant shall be an independent legal person and a third-party warehousing enterprise with self-owned warehouses;
It shall satisfy the necessary conditions for soda ash storage, loading and unloading, and have passed the fire safety inspection;
It shall be equipped with a video surveillance system that supports remote viewing of the soda ash stored in the warehouse;
The paid-in capital and net assets of both the delivery warehouse and its guarantor shall each amount to no less than RMB 10 million.
(II) Storage Capacity
It shall be capable of providing delivery storage capacity of no less than 20,000 tons for soda ash futures.
(III) Other Requirements
It shall have sound management systems and comprehensive internal control mechanisms, and maintain a clean credit record. It shall comply with the business rules and other relevant provisions and requirements of the ZCE. It shall have no record of serious violations of laws or regulations, nor any record of having been disqualified as a designated delivery warehouse (or factory warehouse).
III. Application Requirements for Factory Warehouses
Enterprises that meet the conditions stipulated in the Rules of Zhengzhou Commodity Exchange on Designated Commodity Factory Warehouses and comply with the following requirements may apply for designation as soda ash factory warehouses.
(I) Qualification Requirements
The applicant must be a soda ash producer or a trading enterprise;
The applicant’s paid-in capital and net assets shall each be no less than RMB 10 million.
(II) Business Scale
– For producers: the annual output of dense soda ash that meets the soda ash futures delivery standards shall be over 300,000 tons;
– For trading enterprises: the annual trading volume of dense soda ash that meets the soda ash futures delivery standards shall be over 150,000 tons, and relevant supporting documents shall be provided.
(III) Other Requirements
It shall have sound management systems, comprehensive internal control mechanisms, and a clean credit record; comply with ZCE’s business rules and other relevant provisions and requirements; and have no record of serious violations of laws or regulations, nor any record of having been disqualified as a designated delivery warehouse (or factory warehouse).
IV. Other Application Requirements and Application Materials
In addition to the above requirements, other application conditions for designated soda ash delivery warehouses (and factory warehouses) shall comply with the relevant provisions of the Rules of Zhengzhou Commodity Exchange on Designated Commodity Delivery Warehouses, the Rules of Zhengzhou Commodity Exchange on Designated Commodity Factory Warehouses, and the ZCE Conditions for the Establishment of Designated Delivery Warehouses.
Application materials shall be prepared in accordance with the requirements of the ZCE Application Materials for Designated Delivery Warehouse and the ZCE Application Materials for Designated Delivery Factory Warehouse(available on the ZCE website: Exchange Services → Member Services → Delivery Business Guide → Warehouse Application).
V. Application Method
Enterprises satisfying the above requirements and committing to conduct relevant business shall mail the original hard-copy documents to ZCE no later than the 30th calendar day (inclusive) from the date of this announcement. Applicants shall ensure that the text and images in the paper documents are clear and legible, and bind the documents in sequential order. The cover shall state "Application Materials of [Company Name] for Designated Soda Ash Delivery Warehouse/Factory Warehouse," and a table of contents shall be attached on the title page. The materials shall be compiled into a volume with the company seal affixed across the binding (page-seal). ZCE will select the most suitable candidates based on material review and on-site inspections.
