SZSE and the People’s Government of Hainan Province signed a strategic cooperation framework agreement recently. It is an important measure adopted by the two parties to implement the overall plan for the development of Hainan Free Trade Port and a significant result of SZSE’s efforts in serving the high-quality development of regional economy. Hainan’s Party Secretary Liu Cigui, Hainan’s Party Deputy Secretary and Governor Shen Xiaoming, and SZSE’s Party Secretary and Chairman Wang Jianjun attended the signing ceremony.
At the signing ceremony, Chairman Wang Jianjun said that building Hainan Free Trade Port was a major strategic decision made by the CPC Central Committee with Comrade Xi Jinping at its core to promote the innovation-oriented development of socialism with Chinese characteristics and the reform and opening-up for a new era, with both the domestic and international situations in mind. General Secretary Xi Jinping personally planned, arranged and promoted the development of Hainan Free Trade Port and entrusted a new mission to Hainan, sending Hainan to a new historic height. The development of Hainan Free Trade Port is an unprecedented great cause that requires bold exploration and keen innovation. In this process, SZSE has a bounden duty.
SZSE will fully implement the general principles of the framework agreement and give full play to the role of the Shenzhen capital market in the high-quality economic development of Hainan, the construction of the Free Trade Port and the opening-up of Hainan in an all-round way. First, establishing a special working group. SZSE will organize capable personnel to study key issues concerning the development of Hainan Free Trade Port, promote financial integration and innovation, and meet the capital market service demands of Hainan Free Trade Port. Second, supporting Hainan companies in getting listed and supporting local listed companies. SZSE will encourage companies from competitive industries in Hainan such as tourism, modern services and high-tech industry to get listed on SZSE, support Hainan listed companies in becoming bigger and stronger through refinancing, M&A and restructuring, and facilitate the improvement of the quality of listed companies. Third, providing financing support for the development of Hainan Free Trade Port. SZSE will provide direct financing instruments from diversified channels and with flexible terms including corporate bonds, asset securitization and REITs and encourage eligible companies to issue bonds and asset-backed securities. Fourth, providing special training for the development of Hainan Free Trade Port. Based on the needs concerning the development of Hainan Free Trade Port, SZSE will allocate quality training resources to help Hainan better understand the capital market and make good use of the capital market.
During his stay in Hainan, Chairman Wang Jianjun briefed Hainan Province, Haikou City and Sanya City on relevant arrangements of the action plan for facilitating the improvement of the quality of listed companies and SZSE’s specific measures to serve the development of Hainan Free Trade Port. He held a seminar on facilitating the improvement of the quality of listed companies in Hainan, visited and surveyed a number of listed companies and companies planning to get listed in Hainan, listened to comments and advice, and said that SZSE would focus on optimizing services, improve regulation efficiency and help promote high-quality and high-standard development of Hainan Free Trade Port.
Supporting and serving Hainan is not only a responsibility but also an opportunity to SZSE. While ensuring regular pandemic prevention and control, SZSE will, with the strategic cooperation with the Peoples’ Government of Hainan as a new starting point, actively integrate the tasks of promoting the reform of the ChiNext Board and facilitating the improvement of the quality of listed companies with the overall plan for the development of Hainan Free Trade Port. It will spare no effort to coordinate its work and implement the reform blueprint drawn by the Party Central Committee in a practical and innovative way, strive to create excellent projects of reform and make positive contributions to high-quality economic development.
