United Kingdom Parliament Treasury Committee Update: Committee To Take Evidence On The Economic Impact Of The Withdrawal Agreement

The Treasury Committee announces its plans to take evidence on the Withdrawal Agreement and the joint Political Declaration, and has issued a call for evidence on the economic analysis of both documents.

Mrs Morgan wrote to the Governor of the Bank of England, Chief Executive Officer of the Financial Conduct Authority (FCA) and the Chancellor of the Exchequer in June, asking them to produce and publish an analysis of the impact of the Brexit Withdrawal Agreement and future framework, once it has been negotiated. The Committee asked the three organisations to publish their analyses in good time before Parliament comes to vote on the Brexit deal.

The schedule, which will be updated in due course, is as follows:

 

Thursday 29 November As requested, the Committee will receive analysis of the Withdrawal Agreement and Political Declaration from the Bank of England and the FCA, which will be published immediately upon receipt.
Monday 3 December (early afternoon)
  • Panel 1 – Economists
  • Panel 2 – FCA Chief Executive Andrew Bailey
Tuesday 4 December (morning)
  • Panel 1 – Bank of England (including the Governor Mark Carney)
W/c 3 December
(time TBC)
  • Panel 1 – HM Treasury and Government officials who produced the Government analysis
  • Panel 2 – Rt Hon. Philip Hammond MP, Chancellor of the Exchequer
W/c Monday 10 December The Committee intends to write to all MPs based on the evidence it has received, before the House of Commons comes to vote on the Withdrawal Agreement.

Commenting on the announcement, Rt Hon. Nicky Morgan MP, Chair of the Treasury Committee, said:

“The analysis provided by the Treasury, Bank of England and the FCA, and the further economic analysis in response to today’s call for evidence, will provide Parliament with a full and frank assessment of the Withdrawal Agreement and Political Declaration.

“The Committee intends to write to all MPs before they vote on the Withdrawal Agreement to provide them with its assessment of the analysis.”

Call for Evidence

The Committee invites evidence from economists, firms, trade bodies, regulators, experts and other interested parties to provide the following:

  • An economic analysis or forecast of the short and long-term impact of the Government’s proposed Withdrawal Agreement and the joint Political Declaration.
  • An economic analysis or forecast of the short and long-term impact of the UK leaving the EU without a deal and moving to WTO rules with or without a transition period.
  • An economic analysis or forecast of the short and long-term impact of the UK remaining in the EU.
  • The Committee would welcome such analysis on a UK-wide basis, and/or on a regional or sectoral basis.

The Committee would also welcome:

  • An analysis of the UK economy had the UK voted to remain in the 2016 EU referendum.
  • Any analysis or commentary on any economic analysis or forecasts provided by HM Government or its associated public bodies.
