Powernext Becomes The French National Registry For Guarantees Of Origin

Date 02/05/2013

Powernext is the French National Registry for guarantees of origin of electricity since 1st May 2013.

Following its designation by the French Ministry of Ecology, Sustainable Development and Energy through a decree dated 15 January 2013, Powernext assumes the duties of registry for guarantees of origin of electricity since 1st May 2013. Powernext succeeds to RTE while adapting its role to the new regulatory requirements.

As the basis of the support policy for renewable energy and transparency towards the consumers, the guarantees of origin are certificates proving the renewable or cogeneration source for an energy supplier’s power production. The registry enables account holders to issue, transfer and cancel guarantees of origin in order to prove to final consumers the renewable source of their electricity.

“The Powernext teams showed an exemplary determination in delivering a secure electronic registry platform in record time. This commitment will serve the increasing consumer demand for transparency”, mentions Jean-François Conil-Lacoste, CEO of Powernext.

The entire RTE registry database was imported to allow the participants to keep their guarantees of origin issued by the previous system. The registry platform was designed to answer the user needs while keeping a maximum level of security in terms of IT architecture, as well as operational verification process. Every possible effort is made to ensure that the consumer obtains the most reliable information on the energy he receives.

Powernext is in the process of joining the AIB (Association of Issuing Bodies) in order to allow its registry account holders to electronically import and export guarantees of origin within Europe. This will constitute a new functionality compared to the previous system. International transfers should start in June 2013.

Fourteen companies have already opened an account and are able to access the registry. More than ten companies have expressed a strong interest in becoming account holders in the next few months.
