Lok Vi Ming Appointed SGX Disciplinary Committee Chairman - New Members Announced For Independent Committees

Singapore Exchange Regulation (SGX RegCo) has announced that Mr Lok Vi Ming has been appointed chairman of the independent Disciplinary Committee (DC) effective 15 June 2023, replacing Mr Cavinder Bull who was first appointed to the DC in 2017 and has stepped down after six years.

 

Three new members were also appointed to the DC. The Appeals Committee (ApC) has two joiners while the Listings Advisory Committee (LAC) has four.

The new appointments to the DC are:

  1. Mr Vincent Leow, Partner, Allen & Gledhill LLP, as the Deputy Chairman;
  2. Ms Eunice Chua, CEO, Singapore Financial Industry Disputes Resolution Centre, as a member; and
  3. Professor Eleanor Wong, Vice-Dean, Student Life & Global Relations, NUS Faculty of Law, as a member.

The new appointments to the ApC are:

  1. Ms Eunice Chua, CEO, Singapore Financial Industry Disputes Resolution Centre, as a member; and
  2. Professor Eleanor Wong, Vice-Dean, Student Life & Global Relations, NUS Faculty of Law, as a member.

The new appointments to the LAC are:

  1. Mr Tan Jeh Wuan, Chairman and Independent Director, Daiwa House Logistics Trust, as co-Deputy Chairman;
  2. Mr Andrew Lim, Group COO, CapitaLand Investment, as a member;
  3. Mr Mah Kah Loon, CEO, Ernst & Young Corporate Finance Pte. Ltd, as a member; and
  4. Mr Kevin Wong Heng Ning, Director, Accounting and Corporate Regulatory Authority (ACRA), as a member.

The DC hears charges brought by SGX RegCo against persons who have breached SGX Listing, Trading or Clearing Rules. The DC can impose a range of sanctions, including public reprimands, fines against issuers, sponsors, registered professionals, trading members, trading representatives and clearing members, denial of access to the marketplace for issuers, and requiring the resignation of directors or executive officers.

The ApC hears appeals against certain decisions of SGX RegCo made under the listing rules and appeals against decisions of the DC.

The LAC is an independent panel of experienced market professionals which advises SGX RegCo on listing policy matters and listing applications that meet certain referral criteria such as where novel or unprecedented issues are involved, specialist expertise is required, or matters of public interest are involved. The members collectively have market, legal, accounting and corporate finance experience and also comprise representatives of the investment community.

The independent committees exercise their powers impartially and independently of Singapore Exchange (SGX Group). The members of the independent committees are not, and have not been for the three years preceding their appointment, directors, officers or employees of SGX Group.
