Hong Kong Securities And Futures Commission Welcomes NFRA’s Announcement For Supporting Mainland Insurers To Invest In Hong Kong ETFs Under Stock Connect

The Securities and Futures Commission (SFC) welcomes today’s announcement by the National Financial Regulatory Administration (NFRA) which actively supports Mainland insurance funds to participate in Mainland-Hong Kong mutual market access schemes and supports Mainland insurers to invest in Hong Kong exchange-traded funds (ETFs) under Stock Connect.

This policy will further enrich Mainland insurers’ options for offshore asset allocation through Hong Kong, reflecting NFRA’s support for the continued deepening of financial connectivity between the Mainland and Hong Kong.

Dr Kelvin Wong, the SFC's Chairman, said: “We thank the NFRA for its steadfast support of Hong Kong’s capital market development and for fostering financial connectivity between the Mainland and Hong Kong. This new policy not only provides Mainland insurance funds with more diversified options for overseas asset allocation, but also reflects the Nation’s determination to advance high-quality financial liberalisation and deepen financial cooperation between the two markets. We believe these arrangements will further promote the coordinated development of the capital markets on both sides.”

“This new policy represents an important initiative in deepening financial market connectivity between the Mainland and Hong Kong. It will bring more development opportunities to Hong Kong’s asset management industry and further strengthen Hong Kong’s capacity to serve institutional investors from the Mainland,” said Ms Julia Leung, the SFC’s Chief Executive Officer. “We hope it will further facilitate more medium- and long-term funds from Mainland to tap Hong Kong as an investment platform for international asset allocation, thereby consolidating Hong Kong’s position as a leading asset and wealth management hub.”

Earlier today, Ms Elisa Ng, the SFC’s Executive Director of Investment Products, joined a Hong Kong delegation led by the Honourable Christopher Hui, Secretary for Financial Services and the Treasury of the HKSAR Government, in Beijing for a meeting with Mr Xiao Yuanqi, Vice Minister of NFRA, to discuss the coordinated development of the Mainland's and Hong Kong's capital markets.

  1. Currently, 31 Hong Kong ETFs are eligible for the southbound trading under Stock Connect, with a total market capitalisation of $343.6 billion as of 31 July 2026. Between January and July 2026, these 31 Hong Kong ETFs’ total turnover under the southbound trading grew year-on-year by 59% to reach $780.7 billion, representing about 7% of their total turnover.
