The European Energy Exchange (EEX) will conduct four auctions of EU allowances (EUA) for the region of Flanders – one of the three regions of the Kingdom of Belgium – in the first quarter of 2013. In these auctions, the Region of Flanders will sell unused quantities from the Flemish allocation reserve for new entrants for the second trading period of the EU Emissions Trading Scheme (EU ETS).
The total auction volume amounts to at least 8 million EUAs and will be spread over four auctions on the EEX Spot Market. On the first three dates a volume of 2 million EUAs will be auctioned off each, the remaining quantity for the last auction will be announced at a later stage. Auctions will be held on 26 February, 5 March, 12 March and 19 March, with the bidding window open always from 01:00 to 03:00 pm CET.

DAB veiling emissierechten has been appointed by the Flemish Region to assume the role as auctioneer in the auctions, and it has been admitted and recognized under the auctioneer status at EEX and ECC. EEX was chosen as a service provider by the Department for the Environment, Nature and Energy of the Flemish regional government in the framework of a public tendering procedure.
As is the case for all EUAs of the second trading period, the allowances are “bankable” and can be used for compliance also in the third trading period.
