The California Public Employees' Retirement System (CalPERS) today announced the candidates who filed to run for two Member-at-Large Board of Administration positions. Current terms for both seats end on January 15, 2018.
The preliminary candidates for the first seat – referred to as Position A on the ballot – are:
- Richard Costigan, State Personnel Board (active)
- David Miller, California Department of Toxic Substance Control (active)
- Dr. Felton Williams, Long Beach Community College District (retired)
The candidates for the second seat – referred to as Position B on the ballot – are:
- Michael Bilbrey (incumbent), Citrus Community College (active)
- Margaret Brown, Garden Grove Unified School District (active)
- Bruce Jennings, Senate Rules Committee (retired)
- Wisam (Sam) Altowaiji, City of Redondo Beach (retired)
Potential candidates for Position A will now have an additional 10 days to file. According to election rules, potential candidates are given additional time if the incumbent chooses not to file after earlier stating an intention to run. The Position A seat currently is held by Joseph (JJ) Jelincic, who did not file to run again. Jelincic’s previous statement that he would run was announced in an official notice to all CalPERS members who are eligible to vote.
All candidates who filed by Thursday’s initial deadline have been certified by CalPERS. Additional candidates intending to file for Position A must submit their paperwork by May 30 at 5:00 p.m.
Candidates for both seats are elected by and represent all CalPERS members, including retired and active members, from state, school, and public agency employers. Active members as of July 1, 2017, are eligible to vote in this election. Retired members (excluding survivors and beneficiaries) whose effective date of retirement is on or before July 1 are also eligible to vote. Ballot packets will be mailed to eligible voters on September 1.
Beginning with this election, voters will have two new ways to vote. Members can vote online or by phone, or use the traditional paper ballot that is mailed. All online, telephone, or paper ballots must be received by CalPERS no later than October 2 to be counted.
A public random drawing will determine the order that names will appear on the ballot. The public random drawing will be held:
