H. E. Abdullah S. Al-Turifi, Chief Executive of the Securities and Commodities Authority (SCA) of the United Arab Emirates, and Jean-Pierre Jouyet, Chairman of the Autorité des marchés financiers (AMF), signed on 7 April 2009 a memorandum of understanding (MoU) on the cooperation and exchange of information, with a view to forging closer links between the authorities and financial centres of both countries.
Under the terms of the MoU, a cooperation programme will be put in place to strengthen bilateral relations between the two regulators. This technical dialogue will focus in particular on:- fund management regulation
- public disclosures by listed companies and listing of securities
- development of Islamic finance products
- regulation of securities, futures and options.
Seminars will be organised in the United Arab Emirates and in France, along with fact-finding visits, public conferences and exchanges of experts.
Another aim of the ongoing relationship between the AMF and the SCA, and their knowledge of each other's regulatory systems, is to facilitate links between financial professionals from both countries.
