Since the successful conclusion of the 20th CPC National Congress, the Party Committee of SZSE has extensively studied and understood the guiding principles of important speech by General Secretary Xi Jinping at the first meeting and the first group study session of the Political Bureau of the 20th CPC Central Committee, conscientiously implemented relevant decisions of the CPC Central Committee and the plans of the Party Committee of CSRC. SZSE regards the study, publicity and implementation of the guiding principles of the 20th CPC National Congress as the top political task now and for some time to come, and devotes great efforts to comprehensive study, understanding and implementation, having set off a upsurge of studying, publicizing and implementing the guiding principles of the 20th CPC National Congress across the exchange.
First, SZSE has launched systematic and in-depth study and discussion to ensure complete, accurate and comprehensive understanding of the guiding principles of the 20th CPC National Congress. Our overall understanding was in an all-round way and systematic. Led by the Party Committee, we held four group studies and discussions to intensively study important documents such as the report to the 20th CPC National Congress and the Constitution of the Communist Party of China and the spirit of the latest important speeches by General Secretary Xi Jinping. To highlight key points and on the basis of comprehensive study, we focused on "profoundly understanding" in nine aspects, set special topics for a series of studies among the central groups of the Party Committee based on actual conditions, deeply grasped the important thought and opinions and major strategies and plans determined at the 20th CPC National Congress with tasks, missions and responsibilities in mind, and deeply and thoroughly learnt the historical, theoretical and practical logics of the major policies, strategies and plans of the CPC Central Committee. To reinforce transmission of learning results, we drove learning improvement through the central groups of the Party Committee across SZSE, notified group learning and discussion results to urge organizations and departments to catch up, and organized Party officials and members to engage in deep learning and discussion in the forms of "three meetings and one lecture", thematic Party day, "reading class" for leaders and officials to learn innovation theories, youth team for learning theories, etc.
Second, publicity and training were in full swing. The Party Committee of SZSE took the lead in publicity. Business lines and primary-level officials took the lead in learning, lecturing and implementation by participating in the learning, discussion, Party building and work survey activities of their Party branches, the Party branches of departments under management and Party organizations of liaison units. With orderly efforts made in education and training, we worked out the education and training plans regarding the spirit of the 20th CPC National Congress, and made all-round arrangements for the rotating training for SZSE leader, training for middle-level officials and all employees and induction training for new comers. The special online training session for middle-level officials and special training sessions for ordinary Party members have been in place, so as to gradually achieve multi-form, multi-tiered and full-coverage training for all employees. We expanded breadth for full coverage, concentrated efforts on the education for Party officials who are in non-local centers, serve temporary positions or seconded, conveyed the spirit of the 20th CPC National Congress to retired officials, notified learning, publicity and implementation arrangements, and made adequate publicity and guidance to persons of democratic parties and with no political affiliation.
Third, primary-level learning focused on the duties of personnel at the primary-level institutions to make the learning, publicity and implementation contents more attractive, appealing and practical and better targeted. To integrate theory with practice, the Party branch in listed company regulation invited the delegates of the 20th CPC National Congress from listed companies to share what they saw, heard, thought and felt at the 20th CPC National Congress and exchanged views on the services of the listed companies for national strategies and high-quality development. To deepen recognition through on-site lecture, the Party branch of market service, based on local cultivation services, carried out thematic Party day campaign in Jiaxing, Zhejiang and other places where relevant personnel paid his respect to the Red Boat and visited Nanhu Revolutionary Memorial Hall to deeply grasp the mission of the Party on the new journey in the new era, with the aim to promote better service for regional economic development. To solve difficult problems through joint learning, we initiated a series of activities titled "move closer to primary-level Party organizations, market players and investors and supported sites". The Party branch in market regulation talked with Wushan Financial Office in Gansu receiving paired assistance to publicize the spirit of the 20th CPC National Congress and the latest policies of the Party based on the industrial characteristics of its county and discuss ideas and measures for promoting the implementation of rural revitalization bond products. The Party branch in comprehensive administration learnt together with the primary-level Party organization of subordinate companies to identify weak spots, review ideas and seek measures with respect to "reinforcement of political and organizational functions of Party organizations". To increase carrying capacities to produce effect, the Party branches in listing approval and technology mobilized all officials and employees to deeply learn and effectively put into action the guiding principles of the 20th CPC National Congress through reading communication meeting, revolutionary hand making, copying and reading of golden words about the 20th CPC National Congress, "fast question & answer" knowledge contest, learning leading by young Party members and other methods that render a strong sense of participation and deliver good effect, creating a strong atmosphere of learning the spirit of the 20th CPC National Congress and embarking on a new journey.
Fourth, we developed a detailed plan for implementation and worked hard to boost the high-quality development of SZSE. With the focus on current key points, we prepared and carried out the plans for two special campaigns themed on "firmly holding the bottom line to prevent systemic risk" and "serving the high-quality development of the real economy", implemented the spirit of the 20th CPC National Congress in current key tasks, coordinated development and safety, effectively undertake the primary duty of forestalling and defusing capital market risks, and bettered served the needs of national strategies and high-quality development. Staying confident and proactive, we centered on the Chinese characteristics and essential requirements of the Chinese modernization, conducted researches on the major theories and practical issues for a modern exchange with Chinese Characteristics, determined our objectives and positioning, and explored the path for realization. We set out key tasks, organized activities for discussion and suggestion, made great efforts in "Two Combinations", and unswervingly took the modern exchange development path with Chinese characteristics. To press ahead with higher-standard patrol inspection and rectification and comply with new plans and requirements raised at the 20th CPC National Congress, we inspected on all fronts the rectification measures completed, optimized long-term advancement measures, pushed forward the normalization of patrol inspection and rectification at a higher standard and in the long run, improved rectification quality and efficiency, and made comprehensive progress in various work. To develop a plan for long-term development, we held the meeting of the Strategic Development Committee of the Board of Administration, listened to the opinions and suggestions of members such as securities companies and mutual funds, worked out a plan together with them in aspects of issuance and listing review, product system construction, leveraged technical advantages and pursued wider opening-up according to the requirements of the 20th CPC National Congress for improving the functions of the capital market and increasing the proportion of direct financing. We would make plans and consultation to further improve the construction drawings for a high-quality innovative capital center and a world-class exchange.
Next, SZSE will continue to conduct high-standard, comprehensive and full-coverage learning, publicity and education activities, focus on implementation of the above goals and requirements based on our actual work, educate and guide all Party officials to rally more closely around the CPC Central Committee with Comrade Xi Jinping at its core, deeply understand the decisive significance of "establishing Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and defined the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era", enhance "consciousness of the need to maintain political integrity, thinking in big-picture terms, uphold the leadership core, and keep in alignment", have "confidence in our chosen path, confidence in our guiding theories, confidence in our political system, and confidence in our culture" and practice the principle of "uphold the authority and centralized, unified leadership of the CPC Central Committee". SZSE will also align with the guiding principles of the 20th CPC National Congress theoretically and in action, channel resources to each task determined at the 20th CPC National Congress, remain committed to the high-quality development under the guidance of the guiding principles of the 20th CPC National Congress, and contribute to the building of a modern socialist country in all respects.
