As part of its efforts to adopt strategies aimed at the digital transformation of its services and procedures and to promote sustainability at the workplace, the Securities and Commodities Authority (SCA) launched a smart e-system, dubbed Mersal, that enables paperless internal communication, thus pursuing an environmentally friendly approach and reducing carbon emissions resulting from the production of papers.
The system, developed by SCA’s IT team, aims to deliver increased automation of SCA’s operations and administrative processes and to eliminate the use of papers in all (internal and external) communication. It uses instead documents that can be signed and authenticated electronically, which allows for the management and electronic archiving of documents and helps to save efforts, speed up processes, and limit the number of folders created.
Dr. Obaid Al Zaabi, SCA’s CEO, said: “SCA’s initiative to launch Mersal, a system that supports the concept of paperless work, reflects our keen interest in developing our digital environment in line with the government’s directives in this respect. It also confirms our absolute commitment to transform the work environment into an environmentally friendly place and to our social responsibility while emphasizing our ongoing efforts to achieve sustainable development for the community and future generations”.
“Minimizing the use of papers has many positive implications for the workplace, including saving time, money, and resources; bringing about a positive change to organizations and the environment in general; and enabling employees to perform tasks easily,” he added.
The system, which supports Arabic and English languages, can be accessed on smart devices without time and location restrictions. It allows for the creation of unlimited templates, as necessitated by the nature of work each department carries out, such as minutes of meetings, regular reports, and correspondence. It also maintains information privacy and confidentiality through the PIN code feature.
The system’s modern interface is designed in line with the latest interface design trends. The system itself, on the other hand, is linked to content creation software, such as Microsoft Word and Microsoft Outlook, a feature that makes it easier for employees to create forms, add voice comments to the documents created, and conduct advanced search.
The system also features a dashboard that allows employees in supervisory positions to monitor tasks and view reports on performance and progress. Mersal also sends automated alerts to notify users of the latest updates.
It is worth mentioning that SCA made it mandatory for all sections and departments to use the system in their internal and external communication and correspondence and have organized workshops to acquaint employees with the system’s features and to train them to use it.
