SIFMA today announced that it has appointed T.R. Lazo as Managing Director and Associate General Counsel.
Mr. Lazo will work with the equity markets and trading committee, among others, where he will monitor the impact of and facilitate industry input on Securities and Exchange Commission and self-regulatory organization market structure proposals, trading regulations, and other rules. He will be based in Washington, D.C. and report to Mr. Snook.
“Our members will face a host of market structure issues as markets continue to evolve and the effect of technology continues to be felt,” said Randy Snook, executive vice president at SIFMA. “T.R. brings a tremendous amount of experience with him to SIFMA that will serve our members well.”
Mr. Lazo joins SIFMA from NYSE Euronext, where he served as Senior Vice President and General Counsel of NYSE Regulation, and as Vice President of Legal & Government Affairs from 2009 - 2011. In his position, Mr. Lazo advised NYSE Regulation on governance and operations, regulatory and policy matters, and management of legal staff. He also counseled senior management of NYSE Euronext on significant regulatory matters, including the May 2010 “Flash Crash,” systems and trading news, and significant listings matters.
Prior to joining NYSE Euronext, Mr. Lazo was a member of the Securities Industry Practice Group for Morgan, Lewis & Bockius LLP (2004 – 2009), where he counseled members on matters under federal securities 739laws and rules of self regulatory organizations, and where he assisted on legal and regulatory issues. He was also Senior Special Counsel for the Division of Trading and Markets at U.S. Securities and Exchange Commission (1997 – 2004). During his time there, he advised Commission and senior staff on matters arising under areas of federal securities laws, including the Securities Exchange Act of 1934.
Mr. Lazo earned his law degree in 1994 from Catholic University Law School, and his B.A. in English in 1989 from Middlebury College.
