Toronto Stock Exchange/CDNX Business As Usual Monday, September 17, 2001

TSE Executive Management met this morning and once again reviewed all operational issues with respect to the market's opening at 9:30am Eastern Daylight Time.

It will be business as usual on the TSE and CDNX. Market participants will be able to trade U.S. incorporated interlisted issues, which had been halted since the market closed last Tuesday.

Circuit breaker procedures will once again return to normal as all North American exchanges set these breakers to the Dow Jones Industrial Average. As of the third quarter of 2001, in the event of a 1,100 point decline in the Dow Jones Industrial Average before 2 p.m. ET, a one-hour halt goes into effect. If such a decline occurs from 2-2:30 p.m., a 30-minute halt goes into effect. If the Dow drops 1,100 points or more after 2:30 p.m., there is no halt.

If a 2,150-drop were to take place before 1 p.m., trading would be halted for two hours. A drop of that magnitude between 1-2 p.m. would result in a one-hour trading halt, and if the decline took place after 2 p.m., all markets would stop trading for the day.

A drop of 3,250 points, or 30 percent, at any time would result in the market closing for the day.
