Tokyo Stock Exchange: To All Investors And Concerned Parties

Date 22/02/2006

Due to extenuating circumstances regarding system processing capacity, Tokyo Stock Exchange has conducted afternoon trading beginning at 1:00 p.m. since January 19 of this year. We deeply apologize for the inconvenience caused to investors and concerned parties due to these measures.

It has been pointed out that the discrepancy of the starting times for trading of cash transactions and futures transactions may be a factor causing disturbance to the market. In addition to working closely with the Osaka Securities Exchange, TSE will continue to diligently monitor the trading situation in the market, and will take strict measures should any improper trading be determined. Also, TSE will work to restore the afternoon session opening time to normal as quickly as possible while assessing system capacity augmentation and order/execution number circumstances.

We ask for your continued kind understanding in this matter.

Taizo Nishimuro
Chairman and CEO
Tokyo Stock Exchange
