The EBA Welcomes Feedback On Its Draft Technical Package And New Enhanced DPM 2.0 Glossary

Date 05/09/2025

The European Banking Authority (EBA) today published a draft technical package for version 4.2 of its reporting framework, marking a key milestone in the transition to the DPM 2.0 standard and the introduction of a fully enhanced semantic glossary.

This early publication aims to support reporting entities in preparing for the upcoming changes ahead of the final release scheduled for November 2025. The EBA welcomes feedback on both the draft technical package and the new glossary.

Key highlights:
  • Completion of the new DPM 2.0 glossary, which now applies across the entire reporting framework. This glossary streamlines terminology and improves consistency in reporting requirements, in accordance with the EBA’s June 2024 roadmap for implementing DPM 2.0.
  • Draft technical package for release 4.2, which contains validation rules, DPM, and XBRL taxonomies. It includes the following:
    • Comprehensive revision of the Implementing Technical Standards on resolution planning;
    • New reporting requirements under the Capital Requirements Regulation and Capital Requirements Directive CRR3/CRD6 in COREP (operational risk own funds);
    • Updates to the ITS for the identification and transmission of information  on minimum requirements for own funds and eligible liabilities (MREL), by resolution authorities to the EBA;
    • Changes to supervisory benchmarking for market risk.

Background and Next steps

The final version of the technical package for the 4.2 reporting framework will be published in November 2025 and will include possible corrections coming from the revision of the technical package by various stakeholders.

In June 2024, the EBA published its plan for the implementation of DPM 2.0. Framework release v 4.2 will finalise the transition to DPM 2.0 and remodelling of all modules according to the new glossary, as announced in 2024.

The FAQs published by EBA in December 2024 providing additional explanations on the transition to DPM 2.0 and new glossary period remain a good source of information and can be found here. They have been updated in light of the changes in v 4.2.

This draft publication aims at providing institutions with more implementation time and at receiving early feedback on the release to be considered upon its finalisation.

We welcome comments and suggestions for identified issues with the draft technical package 4.2 and the new glossary by end 19 September 2025. Feedback can be sent using the EBA form.
