Stock Exchange Of Thailand: Debt Marketing Representatives Without Certification Will Be Ineligible To Market Debt Instruments From June 30th Onwards

The Thailand Securities Institute (TSI) advises that, as of June 30th 2001 all Marketing Representatives for Debt Instruments must be certified by the SEC. Furthermore, the TSI will offer e-learning courses for these representatives to prepare for the examination to qualify for this certificate. Equity products marketing representatives will also be required to register with the SEC and to take an exam in order to renew their certificates. It is recommended therefore, that they take the pre-exam course at the TSI as well. The first 20 applicants will receive discounts of up to 50%.

The Director of TSI of the Stock Exchange of Thailand, Ms. Naowarat Bumrungchit, announced that, following SEC notification, from June 30th onwards, the marketing representatives of the17 commercial banks and 36 securities companies that specialize in debt instruments have to be certified. As their jobs involve contacting customers, convincing and advising people on investing in securities, such as debentures, bonds, asset backed paper, and unsecured bonds, they need to have a fundamental knowledge about Monetary and Capital Markets, debt instruments, and SEC regulations, as well as debt securities trading procedures.

"There are about 3,800 people currently doing this work (about 2,300 are in Bangkok while the remaining1500 are upcountry). Only 200 out of these have a license for trading and marketing debt instruments. The TSI therefore advises non-qualified representatives to register before June 30th and to use this e-learning platform or TSI E-learning to facilitate certification. We offer an assessment test so that participants will know what areas they need to improve before taking the real exam. There will be no limit to how often one may take the pre-exam tests and it requires no physical attendance," said Ms. Naowarat.

In addition to certifying marketing representatives for debt instruments, TSI E-learning will also provide a course for equity products marketing representatives. Interested persons can just log onto www.tsi-thailand.org to apply for these courses. The first twenty applicants will receive 20 hours of study free and those who applies before March 31st will also receive special discounts on course fees.

"Unqualified marketing representatives, according to SEC regulations, will be ineligible to give investment advice regarding debt instruments to investors and, henceforth, be unauthorized officers," Ms. Naowarat noted. "The TSI therefore appeals to the more than 3,000 marketing representatives who are not yet certified, as well as those who are interested in working in this field, to take the course and receive the training at the TSI E-learning in order to prepare themselves before the test. Moreover, the certification will remain with the person so qualified, no matter where they choose to work. It is thus essential to have one of these certificates to work in the securities industry."
