Sino-Laos Cross-border Capital Service Mechanism Launching Ceremony and Business Roadshow Communication Seminar Held in Vientiane, Laos

On August 18, 2017, the Sino-Laos cross-border capital service mechanism launching ceremony and the business roadshow communication seminar was held in Vientiane, Laos. Present at the event were Wang Jianjun, general manager of SZSE, Yue Yi, president of Bank of China (Hong Kong) Limited, Saysamone CHANTHACHACK, chief secretary of Laos Securities and Exchange Commission, Bounpanh SOUVANNAVONG, deputy director of the Investment Promotion Department of the Planning and Investment Ministry of Laos, Sa SIRIPHONG, deputy director of the SME Promotion Department of the Industry and Commerce Ministry of Laos. The event was linked to a parallel session in Shenzhen via live video streaming.

The Sino-Laos cross-border capital service mechanism was jointly established by Shenzhen Securities Information Co., Ltd. (“SSI”), a wholly-owned subsidiary of SZSE, and the Vientiane branch of Bank of China. It is a non-profit and open mechanism aimed at connecting cross-border investment projects and financing projects and facilitating the formation of cross-border capital. SSI and the Vientiane branch of Bank of China signed the Cross-border Financial Service Cooperation Agreement at the opening ceremony. As per the agreement, both parties shall facilitate the integration between Chinese capital and Laotian projects and diversify the modes of cross-border financial services by means of information display, roadshow connection, interaction and communication, and presentation and training. The first 4 roadshow projects presented at the event covered the characteristic industries of Laos including tourism development, modern agriculture, energy saving and environmental protection industry. About 100 Laotian companies and business representatives watched the roadshows on site at the Vientiane session, and over 30 professional investment institutions watched the activities live via a video link at the Shenzhen session. Both parties also interacted and communicated with each other via the video link. Moreover, the activities were also specially shown via a domestic platform to about 4000 investment institutions in China and were well received by the Chinese investors.

The Sino-Laos cross-border capital service mechanism is based on the “Technological SMEs Development Road Map 2.0” (hereinafter as “Technological Platform 2.0”) jointed launched by SZSE and the Torch Center of the Science and Technology Ministry of China. The Technological Platform 2.0, operated by SSI, provides on-site and on-line roadshow resolutions by using the Internet, mobile terminals and live video shows; matches technological SMES with financing needs with investment institutions with preferences in a personalized, customized and smart way and provides precision push services; connects investment and financing information in an economical, efficient and transparent way, and provides non-profit services to promote innovation and entrepreneurship. Up to now the platform has attracted more than 3000 technological and innovative companies nationwide, and over 10000 professional investors from 4000 certified investment institutions, forming an investment and financing ecosystem for innovative business with at least one roadshow a day presented via the platform.

The Sino-Laos cross-border capital service mechanism is an important win-win measure of both SZSE and Bank of China to echo the Belt and Road Initiative. Next, both parties shall further regulate the operation mechanism, optimize technological capacity, fortify risk prevention and try to attract more institutions from China and Laos. Both sides shall share resources, build a cooperation network and facilitate the mutual and synergistic development of the capital market of China and that of Laos.
