To study, promote and implement the guiding principles of the 20th CPC National Congress and put in place Xi Jinping Thought on the Rule of Law and General Secretary Xi Jinping’s important exposition of the Constitution in all respects, according to the overall plan of CSRC, SZSE recently held the fifth “Constitution Popularization Week” themed by “Study, Promote and Implement the Guiding Principles of the 20th CPC National Congress and Promote the Implementation of the Constitution in All Respects” across the whole market and the whole exchange based on the actual situation the capital market. The activity aimed to carry forward the spirit of the Constitution, enhance the awareness of the Constitution, uphold the authority of the Constitution, strengthen the legal foundation of the capital market, and promote the construction of the rule of law of the capital market.
SZSE held the campaign to increase the knowledge of the law across the whole market via the online communication platform. In cooperation with China Securities Depository and Clearing Corporation Limited (CSDC) Shenzhen Branch, SZSE organized public defenders, legal experts and frontline regulators of SZSE to hold an online Q&A campaign to market entities via an online communication platform. Centering on the guiding principles of the 20th CPC National Congress, Xi Jinping Thought on the Rule of Law, the implementation of the Constitution and the hot topics market entities are concerned about such as delisting of listed companies, continuous regulation of listed companies and bond issuers, securities transaction settlement and others, relevant personnel carefully answered market entities’ questions, guiding market entities to study in depth the guiding principles of the 20th CPC National Congress, the key points of Xi Jinping Thought on the Rule of Law, and the far-reaching historical significance of the forty years of implementation of the Constitution comprehensively. Through the campaign we vigorously publicized the laws and regulations closely related to the capital market and the business rules of the exchange and carried forward the rule-of-law culture of the capital market. It deepened market entities’ understanding of the rules of the capital market and helped establish the awareness of rules, and advanced the formation of a sound capital market ecosystem where laws and integrity are honored.
SZSE held an essay contest with a theme on the rule of law to create a strong law promotion atmosphere within the exchange. SZSE enriched the content and form of the activity, vigorously promote the law within the exchange, and built up the capabilities of the rule-of-law team in all respects. SZSE organized and held a writing contest to “Study and Implement the Guiding Principles of the 20th CPC National Congress and Support the Rule-of-Law Construction of the Modern Capital Market with Chinese Characteristics” within the exchange, to study in depth the theoretical and practical problems relating to the rule-of-law construction of the modern capital market with Chinese characteristics and the modern exchange with Chinese characteristics. The event was held in both online and offline forms. Law learning materials were distributed to employees across the exchange. The guiding principles of the 20th CPC National Congress, Xi Jinping Thought on the Rule of Law and relevant content of the implementation of the Constitution were played in a loop on the electronic screens in the exchange, to create a strong learning atmosphere, improve employees’ abilities to use law-based thinking and methods to conduct self-discipline regulation and provide services, and increase the law-based governance of the capital market and the exchange in all respects.
Next, SZSE will make the study, promotion and implementation of the guiding principles of the 20th CPC National Congress as improtant content of the campaign to increase employees’ knowledge of the law. We will follow Xi Jinping Though on the Rule of Law and firmly establish the basic rule-of-law ideas of law-based regulation, legitimate procedures, fairness and justice. We will continously improve the level of law-based governance and the rule-of-law construction of the exchange, actively promote dynamic integration of increasing employees’ knoweldge of the law and improving the governance of the capital market, and continue to push for the modernization of the exchange governance system and governance capability based on laws. We will embrace law-based thinking and methods to foster a healthy capital market ecosystem and create a sound legal environment for the development of a modern exchange with Chinese characteristics.
