In accordance with the new strategic principal put forward by China Securities Regulatory Commission (CSRC) that the capital market should provide services that facilitate the development of poor areas, on 29 Sep 2016, SZSE held in Shenzhen a seminar on that theme where more than 210 senior staff in the field of financial services from 162 cities and 22 provinces were present.
In this seminar, specialists and professionals from the regulatory institutions, the exchanges and the securities companies were invited to give lessons. Professionals from the CSRC, in the spirit of the series of important speeches by President Xi, interpreted and emphasized the spirits underlying the Opinions of the CSRC on Implementing the Strategies for the Capital Market to Assist Distressed Areas to Get Rid of Poverty.
Others specialists conducted excellent lectures and speeches on the focuses of works and experiences for the capital market to boost the development of regional economies, the procedures and key issues regarding enterprise restructuring and reforms, the briefs and trends of the NEEQ market, the overview of the regional equity markets, economic development in poverty-stricken areas, development of the bond markets and development of policies, and advised on how the poor areas might make better use of the capital market to get rid of poverty. During communication, the financial governmental institutes and representatives of listed companies from distressed areas also shares their experiences and conducted discussions in relevant topics.
SZSE mainly introduced the anti-poverty projects also carried by the capital market and suggested that regional governments and enterprises in such areas take the strategic opportunities at present and heighten their capital senses, focus on the characteristics of local industries, make breakthroughs in key areas, and by taking advantages of the capital market and the diversified financing instruments, revitalize the industries with the infusion of capital, in which case, the capital market might play its full role in assisting the poor areas to get rid of poverty.
In recent years, SZSE has attached great emphasis to the poverty-relief projects under the guidance of CSRC. The persons in charge have visited the government authorities and local enterprises in the impoverished areas for several times, gained insight to the forefronts of the anti-poverty work, and helped solve problems. By dispatching temporary excellent senior staff to poor areas, and conducting capital market training programs SZSE tries to upgrade the knowledge and skills of regional personnel. SZSE also actively explores the Ganzhou Mode and Inner Mongolia Mode that serves regional economic development, trying to provide services in poor areas fully and continuously. The seminar held this time was one new step taken by SZSE to implement and convey the anti-poverty strategies and spirits put forward by CSRC.
The regional representatives in the financial sectors from around the country earnestly attended the seminar and the discussions held by SZSE. They agreed that the seminar was timely and informative, with the policies being well-explained and interpreted and that it caters to the need of the anti-poverty work in poor areas. They expressed that they shall passed the strategic spirits to relevant departments and enterprises, carry out their work more effectively, and make better use of the capital market in its role to assist the development of poor area and to get rid of poverty.
