The Securities and Futures Fintech Research and Development Center (Shenzhen) (hereinafter referred to as the “Fintech Center”) established and run by SZSE successfully held the meeting on research project closing in 2021 and research project opening in 2022. More than 350 people including the principals of the Bureau of Technology Regulation of CSRC, relevant officials of SZSE and technical experts of the industry attended the seminar online or on the spot.
Established with the approval of CSRC, the Fintech Center is an industry public research platform that is committed to serving the securities and futures industry and focuses on Fintech innovation and development. Organizing the industry to conduct research projects on Fintech innovation is one of its important responsibilities. Over the past four years since its establishment, the Fintech Center has, with the great support of the market participants of the industry, completed 339 research projects in four phases, which has supported innovative application and development of Fintech in the industry. In 2021, centering on the goals and requirements specified in the 14th Five-year Plan for the Technology Development of the Securities and Futures Industry, the Fintech Center earnestly applied the development philosophy of “making use of the industry public research platform to conduct prospective study on Fintech, develop key technologies and platform facilities, build a pilot regulatory platform, and carry out industry exchanges and talent training”. The Fintech Center actively explored the application of frontier technologies such as AI and big data in the industry and strengthened cooperation in the research of key technologies. With the joint efforts of research groups, 67 research projects were successfully completed and closed after evaluation. Abundant research results were obtained, including innovative application of new technologies such as private equity portrait and securities text regeneration technology in the industry. The research results, with a focus on the characteristics of the demand of the industry, are highly innovative and practical, showing great application value. The proportion of research results being applied has increased year by year, which reached 76% in 2021. The application of the research results is especially more mature in the fields of market customer service, investment research, IT development and testing, etc. That has fully shown the industry’s greater command of frontier technologies and a significant increase in application effectiveness. For example, institutions of the industry have actively applied innovative technologies like big data and natural language processing in recent years. They have gained rich experiences in the innovation practice and application of such technologies in the fields of entity portrait, intelligent text processing, and process management and empowered services like industry compliance & risk control, investor service and IT R&D and maintenance, helping promote the digital transformation and development of the industry. Moreover, to further encourage technological innovation and motivate the industry to innovate, the Fintech Center has organized industry experts to evaluate research projects. In 2021, twenty excellent research projects including Research on the Application of Big Data Technology-based Private Equity Portrait, Research and Practice of Securities Text Regeneration Technology, etc. were selected by the experts and were commended with an award at the meeting.
At the meeting, the principal of the Bureau of Technology Regulation fully affirmed the industry research results in 2021, saying that the industry research projects organized by the Fintech Center greatly motivated the industry to innovate, improved the industry’s Fintech innovation and application capabilities, and provided a feasible technology-driven development path for the industry. Relevant official of SZSE said that SZSE will continue to implement CSRC’s plans and requirements, and with the Fintech Center as the carrier, deepen the “Digital Transformation of the Securities and Futures Industry”-themed publicity activities, and strengthen communication, cooperation and resource sharing of the industry, to help build a new Fintech ecosystem in the industry. Institutions of the industry hoped the Fintech Center would give better play to its platform functions to vigorously push for the sharing, promotion and application of quality and advanced digitalization results in the industry. Attendees also highly recognized the work of the Fintech Center and gave positive remarks on the industry research projects in 2021.
In addition, the results of the Fintech Center’s collection of Phase V research projects in 2022 were reported at the meeting. Institutions of the industry actively responded to and supported the collection. A total of 217 research projects from 56 institutions were received, of which 122 research projects were approved after evaluation. They involve application in the fields of business operation, compliance & risk control, security controllability, intelligent regulation, intelligent service, etc. The Fintech Center will actively promote the implementation of the research projects in 2022. It will work with the industry to make breakthroughs in key generic technologies and jointly build a sound ecosystem for innovation and research that will incubate more valuable technological innovation results, thus continuously promoting the digital transformation of the industry.
Moreover, the meeting held the appointment ceremony of the new consultants to the Fintech Center, shared the representative results of the excellent research projects in 2021, and exchanged research ideas on the approved research projects in 2022. Later, the Fintech Center will hold special exchange and sharing meetings of research results to further push for the promotion and application of excellent research results in the industry.
