To promote the reform of the ChiNext Board and the pilot project of the registration-based IPO system in a steady, orderly manner, under the guidance of China Securities Regulatory Commission (CSRC), SZSE has spared no effort to advance the organization of the ChiNext Board Listing Committee (“Listing Committee”) and the Industry Expert Consultant Library (“Expert Library”). On June 12, the lists of candidates for members of the First Listing Committee and the Expert Library were made public, with a publication period of five working days, for public scrutiny so as to further improve the transparency and professionalism of listing review work.
The Listing Committee participates in the ChiNext Board listing review work and is responsible for examining the review reports issued by the review institution of SZSE and the application documents submitted by issuers, to maintain a strict standard, ensure open, fair and just review, and make it more professional, authoritative and credible. There are a total of 77 candidates for members of the First Listing Committee that were announced. They are from listed companies, accounting firms, asset appraisal institutions, law firms, investment institutions, scientific research institutes, universities, regulators and other organizations and include industry experts from Hong Kong.
The Expert Library, an industry expert advisory body set up by SZSE, mainly offers advice on issues concerning disclosure of issuers’ business and technology information, preparation of relevant industry information disclosure rules of SZSE, etc. The candidates for the Expert Library announced total 45, and they are from industry leaders closely related to new technologies, new industries, new forms of business and new modes, scientific research institutes, universities, renowned investment institutions, etc. In the future, SZSE will continue to enrich industry experts of the Expert Library based on business needs.
According to relevant source, the organization procedures of the Listing Committee and the Expert Library of SZSE are rigorous, which mainly include setting up a selection organ, inviting relevant institutions to recommend candidates, investigating candidates’ practice credit records, making public the lists of candidates, having the selection organ select or review candidates, officially announcing appointment and relevant lists, etc. The whole selection process receives public scrutiny and internal supervision.
Next, SZSE will continue to advance the organization of the Listing Committee and the Expert Library strictly according to the selection process. After the publication period ends, members of the First ChiNext Board Listing Committee will be elected through competitive election and experts of the Expert Library through single-candidate election, and they will be officially made public.
