Appointment of Head of Issuer Regulation

Singapore Exchange (SGX) is pleased to announce the appointment of Mr Richard Teng, 37, as Senior Vice President (SVP), Head of Issuer Regulation and Chief of Staff for Risk Management and Regulation (RMR).

Mr Teng, as Head of Issuer Regulation, oversees the development of listing policies and the admission of listing applications. He is also responsible for the ongoing compliance of listed companies and corporate finance intermediaries with SGX listing rules, to maintain the corporate governance standards and integrity of the marketplace. As Chief of Staff for RMR, Mr Teng supports Ms Yeo Lian Sim, Senior Executive Vice President and Head of RMR, in continually enhancing the Exchange’s regulatory resources and processes.

“We are always looking to strengthen the RMR team and I am glad to have Richard on board. His depth of experience in the capital market and his expertise in developing a robust regulatory framework would help SGX enhance the quality of our marketplace,” said Ms Yeo.

Mr Teng joined SGX from the Monetary Authority of Singapore (MAS) where he was the Director of Corporate Finance Division, responsible for the formulation and administration of the Securities and Futures Act (SFA) in relation to the offering of securities, business trusts, REITs and collective investment schemes. He concurrently held the appointment of Secretary to the Securities Industry Council, the body responsible for take-over and merger transactions in Singapore.

Mr Teng holds a Masters (Distinction) in Applied Finance from the University of Western Sydney, Nepean, Australia, and graduated with First Class Honours in Accountancy from the National Technological University, Singapore.


Appointment of Senior Vice President, Development

SGX is also pleased to appoint Mr Andrew Ler, 40, as Senior Vice President, Development, with effect from 9 Nov 2007.

"We are delighted to have Andrew join the SGX team. He is recognised in the market as a pioneer and an innovator. We are confident that his vast experience in institutional and retail broking, especially in e-commerce businesses, will be an asset to SGX's new initiatives," said Mr Chew Sutat, Executive Vice President and Head of Development, SGX.

Mr Ler is most recently the Executive Director of DBS Vickers Securities Online Group where he managed the DBS group's online trading business in multiple global markets. Prior to this, Mr Ler was with OCBC Securities, overseeing one of the top three Internet trading portals in Singapore.

Mr Ler graduated with an MBA in International Finance from the University of Wales and Manchester Business School (UK) in 1995.
