Securities Commission Malaysia: NIMP CoSIF Roadshow Attracts Penang-Based Manufacturing Companies

Date 02/09/2025

The Securities Commission Malaysia (SC) today kicked off an outreach campaign to promote the New Industrial Master Plan 2030 Strategic Co-Investment Fund (NIMP CoSIF), starting with an inaugural roadshow in Penang.

The aim is for NIMP CoSIF to be a potential growth catalyst for Penang-based small and medium enterprises (SMEs) and mid-tier companies (MTCs), particularly those at the forefront of manufacturing innovation.

Launched in February 2025 by the Ministry of Investment, Trade and Industry and the SC, NIMP CoSIF is a public-private co-investment scheme. It enables the Government to co-invest with private investors in businesses across the 21 target sectors identified under the New Industrial Master Plan 2030 (NIMP).

With an initial allocation of RM131.5 million, NIMP CoSIF is designed as a blended financing instrument leveraging two types of capital market funding options, namely equity crowdfunding (ECF) and peer-to-peer (P2P) financing.

The Penang NIMP CoSIF roadshow, attended by Penang-based SMEs, MTCs and ecosystem builders, featured informative sessions on capital market funding options for smaller businesses.

SC Chairman Dato’ Mohammad Faiz Azmi highlighted that the NIMP CoSIF aligns closely with the key objectives of the SC’s 5-Year Roadmap[1] to facilitate MSME and MTC access to market-based financing.

“It exemplifies the whole-of-nation approach — one that supports Malaysia’s industrial goals and recognises the vital role of MSMEs and MTCs as the engine of sustainable economic growth. By harnessing the depth and innovation of our capital market, NIMP CoSIF addresses funding needs through mobilisation of strategic growth capital,” he said.

Dato’ Faiz added, “By reducing funding risks and unlocking capital via Equity Crowdfunding and Peer-to-Peer platforms, CoSIF accelerates access to growth capital for these companies. It also supports strategic sectors outlined in the New Industrial Master Plan 2030.’’

More nationwide outreach programmes are in the pipeline to raise awareness of NIMP CoSIF financing amongst Malaysian companies operating within manufacturing and manufacturing related services. The upcoming roadshows will be held in Kuala Lumpur and Johor by the end of 2025.
