Securities Commission Malaysia Hosts Regulators From 21 Countries In Annual Emerging Markets Programme

The Securities Commission Malaysia (SC) hosted 50 fellow regulators from 21 developed and developing countries for a three-day Emerging Markets Programme (EMP) to share regulatory actions on how to strengthen market integrity in their own jurisdictions.

The annual regulator-to-regulator platform, which enters its 13th year, is organised by the Securities Industry Development Corporation (SIDC), the training and development arm of the SC.

Themed “Strengthening Resilience of Emerging Markets”, the programme takes an incisive look at how the interconnectedness of the global economy brings unintended challenges to emerging markets during times of economic turbulence and explores the feasible counter-measures available to emerging market regulators to fortify their capital markets against vulnerabilities in the system caused by the global financial crisis.

The forum, which was held from 30 October to 1 November, is a popular platform for new and senior regulators from both developing and developed markets to meet, network freely and exchange thoughts on common concerns and issues that impact their markets.

Participants will have an opportunity to engage in interactive discourses and analyse the strategic responses of developed and emerging economies on key areas including efforts to strengthen regulation, supervision, enforcement and investor protection, facilitated by a distinguished panel of 15 speakers from local and international regulatory bodies – among them Greg Tanzer, Commissioner, Australian Securities and Investments Commission (ASIC); Sebastian Schich, Principal Economist, Organisation for Economic Co-operation and Development (OECD); Ian Johnston, Chief Executive, Dubai Financial Services Authority (DFSA); and  Chong Kim Seng, Chief Executive Officer, Bursa Malaysia Derivatives Berhad.

Launched in 2001, the EMP is the longest-standing and most well-known Regulator-to-Regulator platform among emerging market regulators.  It is an established platform promoting international cooperation among regulators through effective sharing of the latest emerging market trends, regulatory developments and processes. Between 2001 and 2011, the programme was attended by a total of 503 senior capital market regulators from 62 countries.
