The “Hellenic Republic Asset Development Fund S.A.” (hereinafter “HRADF”) wants to outsource its Financial Management Services to a third-party service provider (hereinafter “FMS”), as well provide an on-going support in its financial operations.
Brief Concept of the Services
The objective of the FMS is to get comprehensive control of all financial data and processes with proven financial management that includes Accounting Services, Book keeping Services, Tax Preparation Services, Payroll Processing Services, Financial Analysis Services, and Procurement Services.
In addition, the FMS should facilitate prompt decision making by consolidating and making available the necessary information to the executives, the Experts Council and the members of the Board of Directors of the HRADF.
The FMS third party-service provider should include the following capabilities into the following organizational structure:

- Entry of all transactions
- Accounts Payable
- Accounts Receivable
- Account Reconciliation
- General ledger maintenance
- Assets / equipment ledger maintenance
- Expenses ledger maintenance
- Preparing ageing reports & summaries
- Invoicing Processing Services
- Tax Return Processing
- Tax preparation Services
- VAT Return Services
- Quarterly and annual tax reports
- Payroll tax returns
- Payroll reports
- Standard Reporting
- Check processing and delivery
- Time and attendance system
- Treasury Services
- Expense Reports Administration
- All payment transactions
- Suppliers Management
- Bank account reconciliation
- Credit card reconciliation
- Preparing purchase reports
- Cashflow analysis

Offer Content and Submission
Interested parties are kindly requested to submit an offer in writing, which should include the following:
- Approach for delivering FMS
- Experience in outsourcing FMS Sector
- Proposed team composition including detailed CV’s
- Technical assistance when required
- Financial offer
Submissions will be assessed according to the above five criteria. The indicative budget for the services mentioned is 5.500€ per month (VAT not included). The contract is valid for one (1) year period maintaining the right of renewal.
The HRADF reserves the right to amend or cancel this process at any time, without cause.
