Regarding the reorganization of the Financial Services Agency (FSA), various new supervisory challenges have arisen, such as realizing Japan as a Leading Asset Management Center, responding to scandals and misconduct at certain financial institutions, and addressing transformations in financial services using new digital technologies such as generative AI. Therefore, we have decided to implement an organizational restructuring next summer. This will involve appropriately revising the scope of responsibilities within the Supervision Bureau to ensure it does not become an issue, thereby creating an environment to advance meticulous, efficient, and effective supervisory operations. Specifically, first, the Strategy Development and Management Bureau will be reorganized into the Asset Management and Insurance Supervisory Bureau (tentative name). This will strengthen coordination in the supervision of the asset management industry, which has recently become significantly more important, and the insurance industry, which also acts as asset owners. The Supervisory Bureau will be reorganized into the Banking and Securities Supervisory Bureau (tentative name), aiming to enhance supervision on a group basis in light of the realities of the banking and securities industries. Furthermore, with the establishment of these two supervisory bureaus, we will create a new vice-commissioner (tentative name) position at the bureau director-general level to assume the administrative functions previously handled by the Strategy Development and Management Bureau, including policy coordination and personnel matters.
The FSA will continue to review its organizational structure while addressing the rapidly changing financial and economic environment, as evidenced by the numerous articles published today, and will persist in its efforts to provide high-quality financial administration services.
