Adkins, 50, is currently Associate Director, Division of Market Regulation, at the U.S. Securities and Exchange Commission. His career in the securities industry began as an SEC attorney in 1982. He was counsel to the SEC's Chairman, David Ruder, from 1987-89, and chief of the Commission's Office of Automation and International markets from 1989-92. He also spent nine years with the NASD and NASD Regulation, where he was responsible for strategic planning, regulatory and market structure policy, and internal audit. Adkins returned to the SEC in 2002.

His primary responsibilities will be to lead the team that's responsible for regulating the Archipelago Exchange and direct the policy group that writes our rules."
Adkins holds a Juris Doctorate from American University and a BA from Johns Hopkins University.
