Pacific Exchange Appoints Chief Regulatory Officer, Promotes Two To Vice President, Names Kurlan To Board

The Pacific Exchange (PCX) announced yesterday that it is promoting Alden S. Adkins to the position of Chief Regulatory Officer. Adkins, 52, joined the PCX as Senior Vice President, Regulatory Policy and Equities Surveillance, in March, 2003. The appointment is effective immediately.

Adkins has extensive experience in the securities industry, having held several senior positions at the Securities and Exchange Commission and at the National Association of Securities Dealers. He holds a Juris Doctorate from American University and a BA from Johns Hopkins University. At the PCX, he is responsible for regulating the Archipelago Exchange and options trading, and leading the staff that writes all PCX rules.

The Exchange is also promoting two long-time employees. Frederick C. DeVelbiss has been named Vice President, Accounting, and Michael A. Tomars will be Vice President, Shareholder and Registration Services. DeVelbiss, 47, began working with the PCX Finance Department in 1984, and has held a succession of positions as a financial analyst and tax and accounting manager. He holds an MBA from San Francisco State University and a BA from the University of California, Berkeley.

Tomars, 36, will lead a new department, created following the demutualization of the PCX this past June, that will handle the registration and transfer of the common stock of PCX Holdings, Inc., and the qualification and registration of equity and options trading permit holders. He will also continue to manage marketing administration and research activities for the PCX. Tomars joined the Exchange staff in 1989. He holds a BS from Menlo College.

The PCX also announced that Herbert C. Kurlan, President and General Partner, MDNH Partners, L.P., was appointed to its board of directors. Kurlan replaces Karim H. Tahawi, who resigned from the board earlier this year. Kurlan remains on the board of directors of PCX Holdings, Inc.
