Nymex Announces Opening Of New Washington, D.C. Office, Appointment Of Vice President

The New York Mercantile Exchange, Inc., today announced the opening of its new office in Washington, D.C. The office will initially be located at 1050 Connecticut Avenue, N.W.

De'Ana Dow has been appointed vice president and counsel of regulatory affairs. Ms. Dow joins the Exchange from the NASD, where she served as associate vice president and chief counsel of futures and options policy. She was responsible for the trade practice and market surveillance programs for futures exchanges and exempt markets.

Prior to joining the NASD in 2002, Ms. Dow worked for the Commodity Futures Trading Commission (CFTC) for 21 years. In her position as advisor to former CFTC Chairman Bill Rainer, she provided legal counsel on a wide range of policy and jurisdictional issues including legal certainty for over-the-counter derivatives, the exercise of the CFTC's exemptive authority for energy products, and no-action relief for innovative products and trading platforms. As an advisor to Dr. Newsome, Ms. Dow's responsibilities included planning and directing the programs for the division of market oversight and supervising the drafting of legislation, rules, and interpretations pertaining to market activities. She also served as advisor to former Commissioner Barbara Holum and as special counsel in the CFTC's division of trading and markets.

Ms. Dow received a bachelor of science degree from Bowie State College and her juris doctor from Georgetown University Law Center.
