The Ministry of Investment, Trade and Industry (MITI) and the Securities Commission Malaysia (SC) have announced a new strategic scheme to facilitate greater access to capital and support the business growth of small and medium enterprises (SMEs) and mid-tier companies (MTCs) in strategic sectors.
The new Smart Manufacturing scheme, together with enhanced co-investment ratios, is under the New Industrial Master Plan 2030’s Strategic Co-Investment Fund (NIMP CoSIF).
The new scheme features an NIMP CoSIF-to-private investment ratio of 2:1, where the Government contributes RM2 for every RM1 raised from private investors. This enhanced ratio will be available until 2030.
The scheme is designed for eligible companies1 undertaking smart manufacturing transformation, supporting businesses pursuing automation, Industry 4.0 adoption, digitalisation and other productivity-enhancing initiatives.
In addition, the existing NIMP CoSIF-to-private investment ratio for ‘Other Sectors’ will be temporarily raised from 1:2 to 1:1 until the end of 2027, providing SMEs and MTCs with immediate financing support amid ongoing economic and market uncertainties. This measure aims to accelerate capital deployment across all sectors while strengthening funding support for high-growth Malaysian SMEs and MTCs.
With the enhanced ratio, the Government will contribute RM1 for every RM1 raised, aligning the co-investment ratio with that of the ‘Priority Sectors’ and ‘New Growth Sectors’ under NIMP 2030.
MITI and SC believe that this strategic intervention will help companies sustain growth, strengthen resilience and continue scaling within NIMP sectors.
NIMP CoSIF is a public-private co-investment scheme where the Government co-invests alongside private investors at pre-determined ratios in businesses operating across 25 sectors outlined in NIMP 2030.
NIMP CoSIF leverages equity crowdfunding (ECF) and peer-to-peer (P2P) financing platforms. Since inception, it has facilitated public-private fundraising amounting to RM185 million for 40 Malaysian companies as at end June 2026.
