New York Attorney General Eric T. Schneiderman Announces Katherine Milgram As New Chief Of Investor Protection Bureau

Attorney General Eric T. Schneiderman today announced the appointment of Katherine C. Milgram as the new Chief of the Attorney General’s Investor Protection Bureau, a part of the Division of Economic Justice. In that role, Ms. Milgram is charged with enforcing the Martin Act, New York State’s securities law, and overseeing the Bureau that has been the driving force behind critical financial industry reforms on behalf of investors. 

“Katherine has played an instrumental role in leading the Investor Protection Bureau as Deputy Bureau Chief and Acting Chief, and she has demonstrated a commitment to protecting investors and aggressively pursuing some of our Office’s most important work,” Attorney General Schneiderman said. “I am confident that with Katherine’s leadership, the Investor Protection Bureau will continue to pursue innovative and effective enforcement actions that improve markets and protect investors.”

Katherine C. Milgram joined the Investor Protection Bureau of the Office of the Attorney General in 2013, initially serving as an Assistant Attorney General, and later as Deputy Chief of the Investor Protection Bureau.  In addition to contributing to the day-to-day management of the Bureau, Ms. Milgram has worked on a number of the Office’s most significant cases, including a case against Bank of New York Mellon regarding the bank’s fraudulent foreign exchange practices, the Insider Trading 2.0 Initiative, the ongoing case against Maurice R. Greenberg and Howard I. Smith for their roles in accounting frauds committed by AIG, and the ongoing investigation of ExxonMobil. 

Before joining the Office of the Attorney General, Ms. Milgram was an attorney in private practice at Morgan, Lewis & Bockius LLP and Bracewell LLP, where she represented clients in criminal, regulatory, and internal investigations, securities litigation, and other commercial disputes. Ms. Milgram also served as a law clerk to the Honorable Robert B. Kugler in the United States District Court for the District of New Jersey. Ms. Milgram is a graduate of the University of Pennsylvania Law School and Middlebury College.

The Investor Protection Bureau is responsible for enforcing New York State’s securities law, the Martin Act.  The Martin Act gives the Attorney General broad law enforcement powers to conduct investigations of suspected fraud in the offer, sale, or purchase of securities. The Division of Economic Justice is led by Executive Deputy Attorney General Manisha M. Sheth.
