Prior to joining Nasdaq, Harts worked at Salomon Smith Barney for 10 years. Most recently, he was Managing Director of Strategic Business Development for the firm's Global Equity Division. Also, during his tenure at Salomon Smith Barney, he ran the brokerage firm's Global PortfolioTrading operation worldwide.

Harts is an expert on issues related to the financial markets, trading and applied technology, and has been a featured speaker on market structure issues at various industry forums and events. Recently, he was a member of the SEC Advisory Committee on Market Information.
Harts served as Vice Chairman and a member of the Board of the Philadelphia Stock Exchange from 1996 through 1999. He has been a member of the Board of Directors of JapanCross, an electronic trading system for Japanese equities. He has also served on the boards of BRUT and MarketXT, as well as the managing advisory committee for Primex. Before joining Salomon Smith Barney, Harts worked at Goldman, Sachs & Co. from 1989 to 1992.
Harts lives in Bedford, New York, with his wife and two children.
