According to the Party Central Committee's requirements on on-site inspection and the unified arrangement of the Party Committee of the China Securities Regulatory Commission (CSRC), the 1st Inspection Team of the CSRC Party Committee has been stationed in the Shanghai Stock Exchange (SSE) lately to carry out on-site inspection. The mobilization meeting on the 1st Inspection Team of the CSRC Party Committee inspecting the SSE Party Committee was held on the morning of September 11. Hou Lichun, Head of the 1st Inspection Team and Deputy Head of the Discipline Inspection Team of the CPC Central Commission for Discipline Inspection and the State Committee of Supervisory stationed in the CSRC, made a speech at the meeting; Huang Hongyuan, Party Chief and Chairman of the SSE, made a statement. All members of the Inspection Team and members of the SSE Leadership Team were present at the meeting, and all staff of the SSE departments and subordinate bodies were also present.
Hou Lichun said that on-site inspection is a "sharp sword' of comprehensively strengthening Party self-discipline and a strategic institutional arrangement of intensifying inner-Party supervision. General Secretary Xi Jinping has made several keynote speeches and important instructions on on-site inspection since the 18th CPC National Congress. These speeches and instructions, fully demonstrating the general idea and essential requirements on on-site inspection, are also an organic component of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era and should be followed in the on-site inspection in the new era. The 19th CPC National Congress has made a strategic deployment on the Party building in the new era, giving priority to political construction and raising new and higher requirements on on-site inspection. The CSRC Party Committee has adhered to problem orientation and stood firm in deepening political inspection according to these new deployment and new requirements. On September 4, 2018, Liu Shiyu, Party Chief and Chairman of the CSRC and Head of the Party Committee's Inspection Leadership Group, made a speech at the mobilization and deployment meeting (training session) on the 2nd round of inspection of the CSRC Party Committee in 2018. He made mobilization and deployment on learning and implementing Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, the requirements of the 19th CPC National Congress, and the Party Central Committee's new deployments and requirements on on-site inspection. He stressed that steadfastly upholding the core status of General Secretary Xi Jinping and the authority and centralized and unified leadership of the Party Central Committee is the guiding principle and spirit of the on-site inspection in the new era, and the "6 Focuses and 1 Strengthened Point' is the specific requirements of the political inspection, which should be firmly grasped and adhered to.
Hou Lichun stressed that the inspected units should maintain political integrity, think in big-picture terms, follow the leadership core and keep in alignment (the "4 Consciousness'), adopting a correct understanding and attitude towards inspection and supervision from the political perspective. A clear-cut political stand should be upheld in on-site inspection and the "2 Upheld Points' is the core political task. The inspection team should keep a close eye on the leadership group and the critical minority to seek political deviation and give full play to its role as a searchlight and microscope. Inspecting the SSE is a political task of the SSE Party Committee and the Inspection Team designated by the CSRC Party Committee, and it aims to intensify the SSE's political duty of self-discipline, create a positive and progressive work atmosphere, and form a clean and upright political ecology in the SSE. Hou Lichun put forward specific requirements on on-site inspection in the SSE from many different aspects, including political construction, ideological building, organizational building, work style construction, discipline development, landslide victory in the anti-corruption campaign, and rectification and supervision in on-site inspection.
Huang Hongyuan said that since the 18th CPC National Congress, the Party Central Committee with Xi Jinping as the core has included the comprehensively strengthening Party self-discipline in the "4 Comprehensive Points' strategic layout and won a landslide victory in the struggle against corruption with pragmatic attitude, giving an entirely new look to the Party conduct and government style. And the inspection system, as a strategic institutional arrangement for inner-Party supervision, has played a decisive role in it. The CSRC Party Committee's inspection on the SSE Party Committee according to the requirement of full-coverage inspection has showed high attention paid by the CSRC Party Committee to the SSE's work. It is also of long-term significance for the SSE to enhance its Party building, implement the Party Central Committee's decision and arrangement on the sound and stable development of the capital market, and to realize high-quality development.
Huang Hongyuan stressed that the CSRC Party Committee's inspection on the SSE Party Committee represents a comprehensive and profound "political check-up' on whether the SSE Party Committee has comprehensively strengthened Party self-discipline and fulfilled the Party self-discipline responsibility. It also offers an opportunity to fully check the SSE's performance and promote its business development. On the one hand, the SSE will cooperate the inspection work in an all-round way, strengthen the coordination, arrangement and service, and enhance the awareness of voluntarily accepting supervision, thus creating a good environment and providing powerful guarantee for the on-site inspection; on the other hand, it will accept the problems found and opinions reflected from the inspection with an open mind, and resolutely correct them after serious reflection.
