Instinet: Regarding Business Operation On September 11, 2002

The NYSE and Nasdaq have announced that they will delay their official market openings until 11:00 am EST on September 11th. Nasdaq will begin a pre-opening "trade-or-move" period at 10:50 am and will operate in this mode until 10:59:59, after which time the official market open will take place.

In concert with the US Exchanges, Instinet will suspend trading of US and Canadian Equities on the Real-Time Trading System from 6:40 pm on September 10, 2002 until 10:50 am on September 11, 2002. At 10:50 am we will enable trading of US and Canadian Equities, re-establish Smart Router connections and provide DOT routing.

The after-hours trading session on September 10th will not be affected by the suspension. Instinet will conduct a Crossing session as normal the evening of September 10th.

Trading in non-US markets other than Canada will not be affected.
