The Securities and Futures Commission (SFC) and the China Securities Regulatory Commission (CSRC) recently held the 13th regular high-level meeting on enforcement cooperation. This was also the first meeting with Mr Luo Zifa, Chief Enforcement Officer and Director-General of Enforcement Bureau of the CSRC after Mr Christopher Wilson assumed the role of the SFC’s Executive Director of Enforcement (Note 1).
In addition to briefings on recent enforcement outcomes and cooperation, the SFC and the CSRC reached consensus on the following aspects at the meeting:
- Recognised the smooth and efficient operation of the regular, multi-level and all-round cross-boundary enforcement cooperation and exchange mechanism between the two enforcement units;
- Appreciation for the full mutual assistance on investigations and the highest priority attached to major and urgent cases;
- Acknowledged the exchange programme, which has been established for more than 10 years, as an important channel for investigators to understand each other’s enforcement system and provide efficient mutual assistance, while the joint training programme serves as a solid foundation for continuously enhancing the quality of enforcement cooperation;
- Continuous and efficient cooperation on the working-level to study and resolve specific issues encountered in enforcement cooperation; and
- Recognise the need to further explore room for enforcement cooperation and efficiency enhancement on the basis of maintaining and refining the existing cooperation mechanism in facing new challenges and opportunities along with the deepening of the mutual access between the Hong Kong and the Mainland capital markets.
The SFC’s Executive Director of Enforcement, Mr Christopher Wilson, said: “I am very pleased to meet and getting to know colleagues from the CSRC. I also look forward to enhancing our close enforcement cooperation in breadth and depth and start a fresh chapter of our collaboration”.
