Following The Inauguration Of The Official Registry By A Subsidiary Of BME The Ministry Of Environment And IBERCLEAR Launch The CO2 Emissions Allowances Registry

The National Registry for Greenhouse Gas (GHG) Emission Allowances (referred to as RENADE), and managed by IBERCLEAR, a member of the Bolsas y Mercados Españoles Group (BME), has entered into production yesterday the 20th June 2005. Having received the necessary approval from the European Commission, the official inauguration of RENADE took place yesterday afternoon at the offices of IBERCLEAR. The launch of the Registry was overseen by Mr. Arturo Gonzalo Aizpiri, General Secretary for the Prevention of Contamination & Climatic Change, Ministry of Environment, and by Mr. Antonio Zoido Martínez, President of BME.

This completes an intense period of work and development by IBERCLEAR, under the direct supervision and guidance of the Ministry of Environment, legally responsible for the Registry. The project started on the 19th November 2004, the date when the Spanish Government designated IBERCLEAR as the official technical administrator of RENADE.

During this period, IBERCLEAR has selected, installed and adapted the technical platform – RENADE – to serve and fulfil Spanish requirements. Similarly, it has registered the National Allocation Plan of Allowances, which proceeds the opening of accounts for Installations included in the Plan. It has also satisfactorily passed the tests established between the European Union Central Registry (CITL) and has designed the web pages for RENADE (www.renade.es) from where Registry account holders can obtain secure access.

By the launch of this new product the BME Group again reaffirms its commitment to quality and diversification of services offered to Spanish society in general, as it has demonstrated on may other occasions within the financial markets landscape.

IBERCLEAR is the Spanish Central Securities Depository in charge of both the Register of Securities held in book entry form, and the Clearing & Settlement of all trades from the Spanish Stock Exchanges, the Public Debt Market, the AIAF Fixed Income Market, and Latibex - the Latin American stock exchange denominated in Euros. IBERCLEAR is a 100% subsidiary of BME.

RENADE, The National Registry for Greenhouse Gas (GHG) Emission Allowances, is configured as an electronic data base, owned by the Ministry of Environment, which records the owners and their quantities of emission allowances, all relevant operations relating to the issuance, ownership, transmission, transfer, delivery, withdrawal and cancellation of emission allowances.
