The formal decision in this respect was made at the General Assembly of the Federation of European Securities Exchanges on 1 June 2004, a day before the Annual Convention in Frankfurt. The list of new Full Members includes:

- Bratislava Stock Exchange
- Budapest Stock Exchange
- Cyprus Stock Exchange
- Ljubljana Stock Exchange
- Malta Stock Exchange
- National Stock Exchange of Lithuania
- Prague Stock Exchange
- Riga Stock Exchange
- Tallinn Stock Exchange

As from the decision of the European Union to open the accession negotiations in 1999, the Federation of European Securities Exchanges welcomed these Exchanges as Associate Members or Corresponding Exchanges to enable them smooth transition and closer cooperation.
