ESMA Is Seeking Secondary Market Experts To Join Consultative Industry Group

The European Securities and Markets Authority (ESMA) has published today a call for candidates to newly constitute a Consultative Working Group (CWG) for the ESMA Secondary Markets Standing Committee (SMSC) as the two-year-term of the existing CWG will expire shortly.

The CWG is mainly expected to: advise and assist the SMSC on technical standards to be submitted to the European Commission and guidelines, Q&As and other guidance in relation to relevant legislative provisions within the area of competence of the SMSC; and advise and assist the SMSC in assessing the potential impact of proposed technical standards and guidelines.

The SMSC itself undertakes ESMA’s work relating to the structure, transparency and efficiency of secondary markets for financial instruments, including trading venues and OTC markets.  In terms of policy, among others it has the responsibility for elaborating advice to the European Commission as well as technical standards, guidelines, Q&As and other guidance relating to pre- and post-trade transparency requirements for equity, equity-like and non-equity instruments, provisions governing access to CCPs, trading venues and benchmarks, microstructural issues, requirements applying to data services providers and the trading obligations for derivatives and shares.
