EEX Creates Solution For Market Participants In Fulfilling REMIT Reporting Requirements

The European Energy Exchange (EEX) responds to the chal-lenges of a market environment which is increasingly shaped by regulatory requirements. This does not only concern exchanges and over-the-counter platforms but, in particular, the market participants. In the framework of the Regulation on Energy Market Integrity and Transparency (REMIT), which took effect at the end of last year, they are obliged to disclose insider information that is relevant for pricing in power and natural gas trading. This essentially includes data on the capacity, utilisation and availability of facilities for the production, consumption, storage and transport of power and natural gas.

“Reporting of data is the task of the market participants. We can support the compa- nies by providing the infrastructure and a suitable technical solution – for example our transparency platform”, says Dr. Christoph Mura, Member of the Managing Board and Chief Operating Officer of EEX. “Reporting requirements under REMIT have already been implemented on the platform in the form of messages on unscheduled power plant outages. Apart from this, the ability to fulfil all REMIT obligations constituted the central precondition for acquiring ČEZ Group as a cooperation partner for reporting of Czech generation data. This solution is now offered to all market participants.”

Many market participants already report generation data on the “Transparency in Energy Markets” platform. With minimum technical effort they will also be able to fulfill their reporting requirements in the future. Currently, EEX is in the process of further developing the technology of the platform so that it can be expanded with additional information. In this way, EEX will offer market participants a complete solution for implementing their reporting duties under REMIT and other regulatory requirements. This comprises both the publication of additional ad-hoc information and the fulfilment of re- porting requirements towards authorities on behalf of market participants – for example in the framework of the development of a market transparency unit that is currently underway in Germany. In the future, the platform can easily be expanded with further countries and commodities. The question of which information the participants will have to report and publish in detail is currently being examined by the European energy regulation authority ACER. “We expect concrete specifications to be provided in the course of the second half of the year”, explains Christoph Mura.

“Transparency in Energy Markets” is the neutral platform for energy market data which fulfils the statutory publication requirements and implements the market partici- pants’ voluntary commitments. The transparency platform was established by EEX and the four German transmission system operators – 50Hertz Transmission GmbH, Am- prion GmbH, TransnetBW GmbH und TenneT TSO GmbH – and the Austrian trans- mission system operator Austrian Power Grid AG, which is also responsible for the reports by VKW-Netz AG. The platform is developed further and expanded in cooperation with the associations BDEW, Oesterreichs Energie, VKU, VIK and the Federal Network Agency. EEX is in charge of the operation of the platform, which comprises plausibility checking, anonymisation, aggregation and publication of the data reported.
