Howard will oversee the Fiscal Services Division, responsible for departmental accounting and budget management; the Human Resources Division, responsible for personnel and employee training and wellness programs; the Operation Support Services Division, responsible for business services such as contracting, procurement, supply, and mailroom operations; and the Strategic Planning and Management Analysis Office, responsible for business planning and organizational reviews. He reports to Deputy Executive Officer of Operations Gloria Moore Andrews.
“Curtis Howard is a veteran State government administrator who will be a valuable asset to CalPERS,” said Moore Andrews. “He will make sure that CalPERS resources and support services are effectively applied in managing retirement and health benefits for California taxpayers and our members.”
Howard joined CalPERS in January 2004 as Chief of the Office of Employer and Member Health Services in the Health Benefits Branch following an extensive career at the California Department of Social Services where he served in several senior administrative capacities. These included Assistant Deputy Director of the Children and Family Services Division, Assistant Deputy Director of the Welfare to Work Division, and Chief of the Review and Integrity Branch.
Howard also served as Deputy Secretary for Administration at the California Department of Veterans Affairs. He is a graduate of California State University, Sacramento.
