The 20th CPC National Congress is a very important conference at the critical moment when China is taking on a new journey toward building a modern socialist country in all respects and marching toward the Second Centenary Goal. It is a conference that holds high the banner, unites the people, and inspires the people to forge ahead. On the day of opening of the National Congress, the CPC SZSE Committee organized Party members and cadres to watch the grand opening of the National Congress together, held the meeting of the central group for theoretical study of the CPC SZSE Committee and the forum of the representatives of Party members and the masses to study General Secretary Xi Jinping’s report to the National Congress, and urged primary-level Party organizations to study and discuss the report in the fastest manner possible. On October 25, the CPC SZSE Committee held another meeting of the central group for theoretical study of the CPC SZSE Committee. At the meeting, the attendees studied General Secretary Xi Jinping’s important speech during the discussion with the delegation of Guangxi and the resolution of the National Congress on the Constitution of the CPC (Amendment), which is a move to further study and implement in depth the guiding principles of the 20th CPC National Congress.
The meeting believed that the 20th CPC National Congress has reviewed and summed up the work of the past five years and the great changes in the first decade of the new era, explained major questions such as a new frontier in adapting Marxism to the Chinese context and the needs of the times and the Chinese characteristics and essential requirements of Chinese modernization, and set forth the great blueprint and implementation path of building China into a great modern socialist country in all respects. It is of great political, historical and practical significance. The report delivered by General Secretary Xi Jinping on behalf of the 19th CPC Central Committee has pointed out the direction of the cause of the Party and the country. It is the political declaration and program of action of the Party uniting and leading the Chinese people of all ethnic groups to accomplish new feats of socialism with Chinese characteristics in the new era. It is a programmatic document of Marxism. In his important speech during the discussion with the delegation of Guangxi, General Secretary Xi Jinping put forward the important requirement of firmly adhering to the five major principles of upholding and strengthening the Party’s overall leadership, following the path of socialism with Chinese characteristics, applying a people-centered development philosophy, remaining committed to deepening reform and opening up, and carrying forward our fighting spirit. The important speech is the most accurate interpretation and the most authoritative guidance of the report of the 20th CPC National Congress and is the important guideline and action guide to implement the guiding principles of the 20th CPC National Congress. The amendment to the Constitution of the CPC adopted at the National Congress has included the major theoretical perspectives and major strategic thoughts formed in the report of the 20th CPC National Congress. It has fully reflected the latest achievements in adapting Marxism to the Chinese context and the needs of the times, the new concepts, new thoughts and new strategies on the governance of the country put forward by the CPC Central Committee since the 19th CPC National Congress, and the fresh experience in the work of the Party and the building of the Party. It can help give better play to the role of the Constitution in guiding and standardizing the work of the Party and the building of the Party.
It is believed that the historic achievements and historic changes in the cause of the Party and the country over the past 10 years of the new era mark a milestone in the history of the Party, of the People’s Republic of China, of reform and opening up, of the development of socialism, and of the development of the Chinese nation. The fundamental reason lies in General Secretary Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole and also lies in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the scientific guide. The establishment of both Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is of decisive significance to the Party’s major political achievements in the new era, the development of the cause of the Party and the country, and the advancement of the great rejuvenation of the Chinese nation on all fronts.
The meeting required staff across SZSE to closely follow the CPC Central Committee with Comrade Xi Jinping at its core in thinking, political stance, and action, keep improving political judgement, political understanding and political execution, earnestly implement the important requirement of firmly adhering to the five major principles, and steadfastly follow the guiding principles of the 20th CPC National Congress in the development of the cause of the exchange. First, the meeting required that we take the study, publicity and implementation of the guiding principles of the 20th CPC National Congress as the top political task. The Party organizations at all levels and Party members and cadres across SZSE shall, according to the plans of the CPC Central Committee and the CPC CSRC Committee, carry out informative activities in diverse forms and with distinctive characteristics to fully study the guiding principles repeatedly and in depth and implement the guiding principles in thinking and action. The CPC SZSE Committee shall take on responsibility and set an example. The CPC SZSE Committee shall take the lead in studying the guiding principles and study them deeper, have a thorough understanding of the essential requirements and core ideas of the guiding principles, and push for their implementation. Second, the meeting required that we uphold and strengthen the Party’s overall leadership of the exchange’s work. SZSE shall continue to put the political building of the Party in the first place, correctly understand the political and people-centric nature of the work of the capital market and the exchange, and firmly keep in mind the top priorities of the country. SZSE shall implement the decisions and plans of the CPC Central Committee and embrace the leadership of the Party in the governance of the exchange in all links and stages. SZSE shall actively adapt to the new situations, new tasks and new requirements, keep up efforts to deepen full and strict Party self-governance, strengthen the stringent atmosphere, and take concrete measures to ensure a good job in the remediation of inspection findings. Third, the meeting required that we actively serve national strategies and high-quality development. SZSE shall continuously promote development as the top priority, apply the new development philosophy in full, in the right way, and in all fields of endeavor, find the correct approaches to serve the national tasks of creating a new pattern of development and promoting high-quality development, and do the exchange’s work in a down-to-earth manner. SZSE shall adhere to the reform direction toward a socialist market economy, give full play to the decisive role of the market in resource allocation, and make better use of the function of direct financing. SZSE shall put forth effort to serve the real economy, actively support technological innovation with a focus on key areas such as advanced manufacturing, digital economy and green and low-carbon development, facilitate a high-level circulation of technology, capital and the real economy, and serve the building of a modern industrial system. SZSE shall continue to tackle key problems in reform, make adequate preparations for the implementation of the registration-based IPO system across the board and vigorously develop the exchange-traded bond market. Meanwhile, SZSE shall enrich and improve the product system, steadily expand high-standard opening up, and push for gradual implementation of opening-up measures. SZSE shall also stick to main responsibilities and main business, improve the quality and efficiency of regulation, maintain the stable operation of the market, and ensure that no systemic risks arise. Fourth, the meeting required that we stay on the development path of a modern exchange with Chinese characteristics. SZSE shall use the Party’s innovative theories to guide the exchange’s work and practices, grasp the Chinese characteristics and essential requirements of Chinese modernization, continuously deepen the understanding of the national context, the market situation and the characteristics and laws of the capital market, and spare no effort to build SZSE into a quality innovation capital center and world-class exchange.
The meeting emphasized that staff across SZSE shall unite more closely around the CPC Central Committee with Comrade Xi Jinping at its core and fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. SZSE shall acquire a deep understanding of the decisive significance of the establishment of both Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and boost our consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership. SZSE shall stay confident in the path, the theory, the system, and the culture of socialism with Chinese characteristics. SZSE shall firmly uphold Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and uphold the Central Committee’s authority and its centralized, unified leadership. Meanwhile, SZSE shall carry forward the great founding spirit of the Party, and study, abide by, implement and safeguard the Constitution of the Party more conscientiously. SZSE shall work hard, forge valiantly ahead, and strive for greater achievements and actively make contributions on the new journey toward advancing the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization.
